Kurmangazy rural district

The main tasks, functions, rights and duties of the office of the akim of the rural district of Kurmangazy

Tasks:
Information and analytical, organizational and legal, logistical support for the activities of the akim, as well as solving issues of local importance.
Functions:
1) The office of the akim of the rural district of Kurmangazy, within its competence:
ensures the organization of a gathering of the local community, a separate gathering of the local community of villagers, a street, an apartment building, a meeting of the local community;
notifies about the time and place of convening a separate meeting of the local community, a meeting and a meeting of the local community and the issues being discussed no later than ten calendar days before the day of their holding through the media or by other means;
ensures the execution of decisions taken at a meeting of the local community or a meeting of the local community and approved by the akims of the rural district;
ensures the planning and execution of the rural district budget;
submits to the meeting of the local community and to the maslikhat of the district (city of regional significance) a report on the execution of the budget of the rural district;
decides on the implementation of the rural district budget;
develops and submits a program for the development of the local community for approval by the local community meeting;
monitors the fulfillment by the trustee of obligations under the contract of trust management of municipal property of local self-government;
monitors and analyzes the implementation of development plans for municipal state-owned enterprises, the property of which is owned by the communal property of the rural district (municipal property of local government);
organizes accounting of municipal property of local government, ensures its effective use;

2) The office of the akim of the rural district of Kurmangazy, in coordination with the meeting of the local community:
develops draft legal acts in the field of municipal property management of local self-government within its competence;
manages communal property of local self-government, unless otherwise provided by the laws of the Republic of Kazakhstan, implements measures to protect it;
defines the subject and objectives of the activities of a communal state enterprise, the property of which is in the communal ownership of a rural district (communal property of local government), as well as the type of communal state enterprise (on the right of economic management or a state-owned enterprise) carrying out such activities;
carries out the seizure or redistribution of property transferred to a municipal legal entity of local self-government or acquired by it as a result of its own economic activities;
decides on the creation, reorganization, name change and liquidation of municipal legal entities of local self-government in coordination with the akim of the district;
gives consent to a municipal state enterprise to alienate or otherwise dispose of the property assigned to it (except for the sale of products produced by it), establish branches and representative offices, as well as transfer and write-off of accounts receivable;
approves the charter (regulations) of state legal entities of local self-government, amendments and additions to it;
defines priority areas of activity and mandatory amounts of works (services) financed from the budget of municipal state enterprises whose property is owned by the communal property of the rural district (municipal property of local government);
considers, coordinates, in cases provided for by the Law of the Republic of Kazakhstan "On State Property", and approves development plans for state-owned enterprises whose property is in communal ownership of a rural district (communal property of local self-government), and reports on their implementation;
makes decisions on the use of municipal property of local government, including the transfer of it as collateral, lease, gratuitous use and trust management

Responsibilities of the Akim's office, within its competence:
to provide high-quality public services to the population in accordance with current legislation;
to execute acts and instructions of the President, the Government of the Republic of Kazakhstan and other central executive bodies, akim and akimat of the region, district (city of regional significance), akim of the city of regional significance, village, settlement, rural district in a high-quality and timely manner;
to carry out other duties provided for by the current legislation.
