The Akzhaik district Territorial Inspection of the State Inspection Committee in the Agro-Industrial Complex of the Ministry of Agriculture of the Republic of Kazakhstan provides three state services in the field of plant quarantine.
Types of public services provided:
"Issuance of a quarantine certificate for the transportation of quarantined products on the territory of the Republic of Kazakhstan".
"Issuance of a phytosanitary certificate for the export of quarantined products outside the Republic of Kazakhstan".
"Approval of the import of quarantine objects (quarantine pests) for research purposes".
On May 26, 2020, the Order of the Minister of Agriculture of the Republic of Kazakhstan No. 186 amended the rules for the protection of the territory of the Republic of Kazakhstan from quarantine objects and alien species and the standard for the provision of public services in the field of plant quarantine. In accordance with the amendments, the deadline for the provision of public services has been changed.
The term of rendering the state service "Issuance of a quarantine certificate for the movement of quarantined products in the territory of the Republic of Kazakhstan" from the moment of submitting an application through the portal – within 1 (one) working day. Acceptance of applications and the result of the provision of the state service of "electronic government" www.egov.kz, www.elicense.kz via the web portal.
The term of rendering the state service "Issuance of a phytosanitary certificate for the export of quarantined products outside the Republic of Kazakhstan" from the moment of submitting the application – within 3 (three) working days. Acceptance of applications and issuance of the result of the provision of public services are carried out through: the service provider; "electronic government". www.egov.kz, www.elicense.kz of the non-profit joint-stock company "State Corporation" Government for Citizens".
Also, from the moment of submitting the application, as well as when accessing the portal-the above-mentioned public services are provided within 3 (three) working hours, when submitting the conclusion of the quarantine phytosanitary examination confirming the compliance of the declared batch of quarantined products with the quarantine phytosanitary requirements approved by the order of the Minister of Agriculture of the Republic of Kazakhstan dated April 17, 2020 No. 131, issued no more than 7 (seven) calendar days before the date of filing the application.
The term of rendering the state service "approval of import of quarantine objects (quarantine harmful organisms) for scientific research purposes" from the moment of submitting an application through the portal – within 3 (three) working days. Acceptance of applications and the result of the provision of the state service of "electronic government" www.egov.kz, www.elicense.kz via the web portal.
Public services are provided free of charge to individuals and legal entities.
The form of public service provision: electronic and paper.
The main purpose of the state quarantine phytosanitary control and supervision is to prevent the import and distribution of quarantine objects into the country. In this regard, when transporting, selling, or selling quarantined products, they must have the appropriate documents. These are: a phytosanitary or quarantine certificate, an act of quarantine phytosanitary control and supervision . Individuals and organizations whose activities are engaged in the production, procurement, sale, and transportation of plant products are required to carry out repeated quarantine phytosanitary control and supervision at the destinations of quarantined products.
The owner of the quarantined products notifies the territorial division of the department of the authorized body of the arrival of the products in any available way and no later than one working day following the day of arrival, indicates the quarantined products at the destination for quarantine phytosanitary control and supervision. According to the results of the control, an act of quarantine phytosanitary control and supervision is issued. In the absence of violations of the legislation in the field of plant quarantine, the act of quarantine phytosanitary control and supervision is issued within one working day.
Recall that in the period from September to December 2020, 14 cars of sawn timber were imported from the Russian Federation (Nur Gasyr LLP-13 cars, SP "Ryskalieva G. G." - 1 car). They were monitored and supervised, and acts of quarantine phytosanitary surveillance were issued.
It should be borne in mind that the sale of quarantined products without the appropriate documents and failure to submit them for repeated quarantine phytosanitary control and supervision entails responsibility. In accordance with article 400 of the Code of the Republic of Kazakhstan" On Administrative Offenses", a fine is imposed in the amount of twenty to one hundred monthly calculation indices. Also, the reason for refusal to issue a phytosanitary certificate within thirty calendar days after receiving information from the relevant state authorized body of a member state of the Eurasian Economic Union is repeated (two or more times) failure to notify and submit for re-inspection by an official of the authorized body of a member state of the Eurasian Economic Union about the arrival of quarantined products.
