Digitalization
As part of the implementation of the state program "Digital Kazakhstan", a geo-information portal of local Executive bodies is being created in the West Kazakhstan region.
A technical specification was developed and approved for the creation and installation of a geo-information portal for local Executive bodies of the West Kazakhstan region.
At the first stage, work was completed on creating and installing a geo-information portal.
Currently, at the second stage, work is underway to fill in the geo-information portal, integrate with the automated information system of the state land cadastre AIS GZK, the state database "real estate Register" GBD RN, the state database " individuals "GBD FL, through the gateway" e-government "and the external gateway" e-government " and automate public services.
At the moment the resource is deployed at https://zko.smartgeohub.kz/.
The resource also contains all links to existing portals in Uralsk.
The geo-information portal consists of two modules: a module for providing public services and a geo-portal.
As part of the implementation work in the geoportal, 62 thematic layers were published, including: borders of territorial objects, land plots, buildings with addresses, mountain branches, objects of land, forest, and water resources, hydraulic structures and main pipelines, roads and Railways, industry registers, and so on.
Tools for updating attribute and geographical data of thematic layers were also introduced.
In November 2019, the geoportal was subjected to tests and tests for compliance with information security requirements. In December a reply was received from RSE GTS KNB of RK, that the geoportal has been successfully tested.
With the help of unmanned aerial vehicles, field aerial photography was carried out throughout the city of Uralsk. As a result, an ultra-high-resolution orthophotoplan was obtained.
This year, the geoportal was filled with industry data, and aerial photography data was published. The obtained and published data AIS SLC land-based imagery, correction of land.
In addition, data on engineering networks (water supply, Sewerage, electricity, gas and heat supply), approved boundaries of water protection zones and strips, subsurface use objects (developed and free fields), agricultural land, cultural, educational, health and tourism facilities were processed and published.
Also, tools for geostax monitoring of the intended use of land plots allocated for housing and communal services, monitoring the use of arable land and subsurface user plots based on multi-time satellite images were introduced.
18 business processes of public services have been automated, and 7 functions in the field of land relations are being automated.
In March of this year, the management of KeyHorse LLP submitted applications for integration with external information systems through the SmartBridge platform, which was launched in February 2020. SmartBridge was developed by National information technologies JSC based on the experience of Estonia and allows you to eliminate bureaucracy between government agencies during integration processes, reduce the cost of connecting systems to each other, and create new services.
Currently, 18 public services have been tested, employees of state bodies involved in the provision of public services have been added, their training has been provided, and geo-analytical tools for processing incoming industry data have been introduced.
At this stage, the geo-information portal is conducting a pilot operation of public services.
By the end of September this year, work will be carried out on the integration of the geoportal, and the adoption of the geoportal for the provision of information support for the automation of public services.
The geoinformation portal is planned to be put into commercial operation after successful implementation and testing of integration interactions with e-government components and state databases of Central government agencies, in early October 2020.
We also inform you that the Ministry of digital development, innovation and aerospace industry of the Republic of Kazakhstan, in accordance with paragraph 32 of the action Plan, is implementing the project " Creation and implementation of the information system of the Unified state real estate cadastre (EGKN) by consolidating information systems (AIS GZK, GBD RN)". The results of creating geoportals m & e should be integrated with AGCN in order to obtain/build the application for the provision of public services, the implementation processes of public service delivery by the service provider, including an update of the Public cadastral map EHKN, cadastral information on the registered objects of real estate.
