REGULATIONS
for holding pre-election television debates at the next
elections of deputies of maslikhats of Atyrau region, scheduled
for January 10, 2021
1. This Regulation determines the procedure for conducting pre-election television debates at the next elections of deputies of maslikhats of the Atyrau region, scheduled for January 10, 2021.
2. Pre-election television debates will be held on December 25, 2020 live on the Atyrau regional branch of RTRK Kazakhstan JSC in the city of Atyrau.
3. Atyrau regional branch of RTRK Kazakhstan JSC reserves airtime for debates. The amount of airtime for the performances of the participants must be the same. The total duration of the airtime is at least 60 minutes.
4. In case of non-participation of the participant (s) in the pre-election television debates, the airtime intended for this participant shall be distributed equally among the other participants. At the same time, in the event of a participant's refusal to use the time allocated for him, airtime is not redistributed in the course of television debates.
5. The language of the pre-election television debates: Kazakh and/or Russian.
6. The order of performance in the first round of the first round is established by a predetermined drawing of lots. In each next round, the participants perform in the same order as before.
7. Participants must comply with the rules for conducting televised debates, refrain from offensive attacks, knowingly false, degrading the honor and dignity of statements addressed to other participants, and conduct a discussion within the framework of ethical standards.
8. The presenters ensure compliance with the regulations for the conduct of pre-election television debates, agreed with the Central Election Commission, control the time of the participants' speech, do not give preference to any of them and do not comment on their speeches. After introducing the participants in the television pre-election debates, the presenters introduce them to the topics and procedure.
9. In the course of pre-election television debates, propaganda and agitation of a violent change of the constitutional order, violation of the integrity of the Republic of Kazakhstan, undermining the security of the state, inciting social, racial, national, religious, class and tribal hatred, the cult of cruelty and violence, as well as the creation of non provided by the law of paramilitary formations.
10. During pre-election television debates, participants, as well as those present, are not allowed to interrupt the speeches of the participants, as well as accompany them with any comments.
11. Television debates are divided into 3 rounds.
12. First round. The topic of the first round: "Economic development of the Atyrau region."
In the first round of the first round, the participants perform on a given topic. Performance time - 1 minute 30 seconds for each participant.
In the second round of the first round, the participants in the debate exchange questions and answers on a given topic.
Each participant can only ask two questions and answer only two questions (question 20 seconds, answer 1 minute 30 seconds).
13. Second round. The topic of the second round is “Social well-being of citizens”.
In the second round, the participants in the debate speak on a given topic. Performance time - 1 minute 30 seconds for each participant.
14. Third round. In the third round, the participants in the debate address the voters (1 minute 30 seconds for each participant).
