Atyrau Regional Territorial Election Commission on the organization of verification of the compliance of candidates for deputies of maslikhats included in the party list in accordance with the requirements established by the Constitution and the Constitutional Law

In accordance with the Calendar plans of the main events for the preparation and conduct of the next elections, the nomination of maslikhat deputies begins on November 10, 2020 and ends at 6 p.m. local time on December 4, 2020.
In this regard, on November 10, 2020, the Atyrau Regional Territorial Election Commission held a seminar-meeting with the participation of representatives of branches of political parties and authorized bodies: "On the procedure for nominating party lists and organizing verification of the compliance of candidates for deputies of regional, city, district maslikhats in accordance with the requirements of the legislation".
6 branches of political parties are registered in the Atyrau region (Ak Zhol, Auyl, Birlik, NSDP, CPPK, Nur Otan).
Inclusion in the party list of persons for election as a deputy of the maslikhat of the corresponding administrative-territorial unit is made by a majority vote of the total number of members of the supreme governing body of the corresponding branch (representative office) of a political party - that is, a conference. Political parties do not have the right to include in party lists persons who are not members of this political party.
According to the new norm, a political party, when approving party lists of candidates for deputies of the maslikhat, includes women and persons under the age of twenty-nine, in the amount of at least thirty percent of the total number of candidates.
October 21 this year The Central Election Commission decree established the form of the party list, which is submitted in electronic and paper form. According to the Constitutional Law on Elections, the party list of candidates for deputies of the Maslikhat is submitted to the relevant territorial election commission.
The relevant territorial election commission (regional, city, district) checks the compliance of candidates included in the party list with the requirements established by the Constitution and the Constitutional Law.
In this regard, after the receipt of the prescribed documents, it sends requests to the authorized state bodies:
1) to the Police Department - in terms of proof of citizenship;
2) the Department of the Committee on Legal Statistics and Special Records of the General Prosecutor's Office - in terms of establishing the location of candidates included in the party list in a place of deprivation of liberty;
the presence of a conviction that has not been canceled and has not been removed in accordance with the procedure established by law; recognition by the court in accordance with the procedure established by law of guilt in the commission of a corruption offense and corruption offense; recognition by the court as legally incompetent.
3) the Department of Justice in terms of confirming the registration of a political party in an authorized body in the manner prescribed by law, establishing the powers of a branch (representative office) of a political party to nominate party lists for elections of deputies of the relevant maslikhats.
Registration of party lists in maslikhats begins on November 10, 2020 and ends at 6 p.m. local time on December 10, 2020.
In accordance with the requirements of the Constitutional Law on Elections, a candidate and his (her) spouse, prior to registration, submit to the state revenue authorities at the place of residence declarations of income and property on the first day of the month of the beginning of the nomination period - that is, on November 1, 2020.
In this regard, the relevant territorial commissions, after registering the party list of candidates for deputies of maslikhats, immediately send inquiries to the territorial bodies of the State Revenue Committee of the Ministry of Finance.
Not later than on the seventh day after the registration of party lists, the relevant territorial election commissions publish messages on the registration of party lists of candidates for deputies of the maslikhat in the media.
