The State Institution "Department of Economics and Finance of the Zhylyoy District" announces an electronic auction for the sale of district communal property, which will be held on August 18, 2020 at 11 a.m. (Nur-Sultan time) on the web portal of the State Property Register (Internet resource posted on the Internet at the address: www.gosreestr.kz) using the method to lower the price with the establishment of a minimum price.
The sale of objects of district communal property is carried out in accordance with the Rules for the sale of privatization objects, approved by the Decree of the Government of the Republic of Kazakhstan dated August 9, 2011 No. 920 (hereinafter referred to as the Rules).

Purpose of payment: Guarantee fee for participation in the electronic auction.
The guarantee fee is paid to the details of a single operator in the field of accounting for state property (hereinafter referred to as a single operator) in the form and procedure established in the notice and in accordance with the legislation of the Republic of Kazakhstan. The guarantee fee is paid by the participant or on behalf of the participant by any other natural or legal person.
Attention! The grounds for refusal by the register web portal to accept the application are the participant's failure to comply with the requirements specified in the notification, as well as the failure to receive the guarantee fee specified in the auction notice to the special transit account of the single operator two hours before the start of the auction.
The participant is allowed to make any number of guarantee fees, while one guarantee fee gives the right to purchase that privatization object, for participation in the auction for which the participant has made this guarantee fee.
To participate in the auction, you must first register on the registry web portal indicating:
1) for individuals: individual identification number (hereinafter - IIN), last name, first name and patronymic (if any);
2) for legal entities: business identification number (hereinafter - BIN), full name, last name, first name and patronymic (if any) of the first manager;
3) details of the current account in the second-tier bank for the return of the guarantee fee;
4) contact information (postal address, telephone, fax, e-mail).
If the above data is changed, the participant changes the data entered in the registry web portal within one business day.
To register as a participant in the auction, it is necessary to register an application for participation in the auction in the form signed by the participant's EDS on the register's web portal.
After registration of the application for participation in the electronic auction, the web portal of the register within three minutes automatically checks for the presence in the register database of information about the receipt of the guarantee fee for the object of sale for which the application is submitted.
If there is information in the registry database about the receipt of the guarantee fee to a special transit account of a single operator, the web portal of the registry accepts the application and admits the participant to the auction. If there is no information in the registry database about the receipt of the guarantee contribution to the special transit account of the single operator, the registry web portal rejects the participant's application.
Based on the results of the automatic check, the registry web portal sends to the participant's email address indicated on the registry web portal an electronic notification of the acceptance of the application or the reasons for the refusal to accept the application.
A bidder admitted to the auction is provided with access to the auction room using the auction number assigned by the registry web portal.
Participants in the auction, within one hour before the start of the auction, enter the auction hall using their EDS and auction number. The auction starts at the time of the city of Nur-Sultan specified in the notice of bidding by automatically placing the starting price of the privatization object in the auction hall.
Lower Auction:
1) if, within two minutes from the beginning of the auction, none of the participants confirms their desire to purchase the privatization object in the auction, then the starting price of the privatization object is reduced by the step established in accordance with paragraph 46 of these Rules;
2) if, within two minutes after the price reduction, none of the participants confirmed their desire to acquire the privatization object, then the last announced price of the privatization object decreases with a specified step.
The winner of the auction to lower the price is the participant who was the first to confirm his desire to acquire the privatization object at the announced price, and the auction for this privatization object is considered valid.
3) if the price of the privatization object has reached the established minimum size, and none of the participants has confirmed their desire to acquire the privatization object, then the auction is considered invalid.
The results of the auction for each sold object of privatization are documented by an electronic protocol on the results of the auction, which is signed on the web portal of the register by the seller and the winner using EDS on the day of the auction.
The protocol on the results of the auction is a document that fixes the results of the auction and the obligations of the winner and the seller to sign the contract for the sale and purchase of the privatization object at the sale price.
The purchase and sale agreement is concluded in electronic format on the web portal of the register and is signed by the seller and the buyer using an EDS within ten calendar days from the date of signing the protocol on the results of the auction. At the same time, the seller submits to the buyer a draft sale and purchase agreement for signing within no more than five calendar days from the date of signing the protocol on the results of the auction.
The winner of the auction submits copies of the following documents to the seller upon signing the sale and purchase agreement, with the obligatory presentation of originals for verification or notarized copies of these documents:
1) for individuals: a passport or an identity document of an individual;
2) for legal entities: certificates or certificates of state registration (re-registration) of a legal entity;
a document certifying the authority of a representative of a legal entity, as well as a passport or identity document of a representative of a legal entity.
After verification, the originals of documents are returned within one working hour.
