Information on conducting internal analysis of corruption risks
The Akim's Office of the Orlinsky Rural District on the basis of the Law of the Republic of Kazakhstan "On Combating Corruption" Articles 7 and 8 and "On Approval of the Model Rules for Conducting Internal Analysis of Corruption Risks" Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service and Combating Corruption dated October 19, 2016 No. 12, the order of the akim of the district No. 1 "On conducting an internal analysis of corruption risks" "dated January 5, 2021 was adopted.
On the basis of this order, the district administration conducts an internal analysis of corruption risks by a specially created working group. More precisely, it was entrusted to the adviser akim of the district A. Kibattullin, chief specialist G. Gumarova, leading specialist G. Bakhyshova.
The analysis contains directions for identifying corruption risks in regulatory legal acts regulating the work of the apparatus and personnel management, resolving conflicts of interest, rendering public services, implementing control and supervisory functions and other issues arising from organizational and managerial activities.
І. Personnel management, settlement of conflicts of interest
The Akim's Office of the Orlinsky Rural District works on the basis of the resolution of the Akimat of the Kurmangazinsky District dated January 17, 2018 No. 9 "On approval of the Regulations of the State Institution of the Atyrau Region of the Kurmangazinsky District" The Akim's Office of the Orlinsky Rural District ". According to the resolution of the district akimat of November 21, 2018 No. 361, the staffing of the akim's apparatus of the rural district is 6 units, its actual number is 5 units. Were on annual leave - 3 civil servants.By order of the akim of the district dated April 10, 2017 No. 31, the qualification requirements for the State administrative position were approved.All civil servants meet the qualification requirements. In the reporting period, there were no facts of work of close relatives, spouses and in-laws, the affiliation of employees hired.
II.According to regulatory legal acts
In the reporting period of 2020, 67 orders were issued, 41 decisions were received. The analysis of the current legislation, the normative legal act and the law enforcement practice is carried out on time. On the part of the prosecutor's office on these issues, no proposal or claim was received.According to the results of the analysis, discretionary powers and norms prone to corruption to commit corrupt acts and creating conditions for making a decision were not found.
ІІІ. For the provision of public services
Indicated in accordance with 3 public services specified in the decree "On approval of the register of public services" of the Government of the Republic of Kazakhstan No. 983 dated September 18, 2013, with the decree of the akimat of the Atyrau region "On approval of regulations for state services provided in the field of family and children" dated July 17 2018 No. 160 and with the resolution of the Akimat of Atyrau region No. 182 dated June 12, 2015 "On approval of the regulations of public services in the field of land relations":
1) Provision of free transportation of children living in remote rural areas to general education organizations and back home;
2) Provision of a land plot for the construction of an object within the boundaries of a settlement;
3) Issuance of a decision to change the purpose of the land plot;
As of December 30, 2020, the total number of public services provided is 57. All public services have been carried out in accordance with the established standards and services;
In total, as of the second half of 2020, 50 applications were received by the akim's apparatus of the rural district. From 50 individuals, no applications were received from legal entities. Of these, 50 were considered, 43 were satisfied, 7 explained in writing. The number of citizens in the queue for a land plot in the district is only 145.
The box for citizens' complaints with complaints is located in a prominent place in the building of the district akimat, every week the commission members are checked and an act is drawn up. Until that time, no complaints had been received in the trust box. The district has a helpline 3-55-96.
On the part of citizens and legal entities on the issues of violation of the current legislation in connection with actions of a corrupt nature, complaints about the actions of employees were not received.
Based on the above, according to the results of the 1st half of 2020 in the akim's office of the Orlinsky rural district, as a result of an internal analysis, no corruption risks were identified. But the composition of the working group gave the following.
