" Based on this order, the chief specialist of the district M. Gumarova was assigned to conduct an internal analysis of corruption risks in the district akim's office. Internal analysis of corruption risks was conducted from 6 to 13 January 2021. The analysis covered the areas of corruption risks in the regulations governing the activities of the district akim's office, personnel management, conflict of interest management, public services, control and supervision, and other issues arising from organizational and managerial activities. In carrying out its activities, the district akim's office uses the following regulations: - "The Constitution of the Republic of Kazakhstan" of August 30, 1995; - The law of the Republic of Kazakhstan from January 23, 2001 "About local government and self-government in the Republic of Kazakhstan"; - The Law of the Republic of Kazakhstan dated November 23, 2015 "On Civil Service of the Republic of Kazakhstan"; - "Code of Ethics of Civil Servants of the Republic of Kazakhstan", approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 №153. - The Law of the Republic of Kazakhstan dated April 6, 2016 "On Legal Acts";
Labor Code of the Republic of Kazakhstan dated November 23, 2015; - The Law "On Anti-Corruption" of November 18, 2015; - Land Code of the Republic of Kazakhstan, Code of the Republic of Kazakhstan of June 20, 2003; - The law of the Republic of Kazakhstan from March 1, 2011 "About state-owned property"; - The Law of the Republic of Kazakhstan dated January 12, 2007 "On the procedure for consideration of appeals of individuals and legal entities"; - The Law of the Republic of Kazakhstan dated July 11, 1997 №151 "On languages in the Republic of Kazakhstan", etc. The Code of Ethics of Civil Servants of the Republic of Kazakhstan, approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 №153, is posted in the buildings of the Kurmangazy rural district akim's office. There was no conflict of interest in identifying corruption risks in the activities of the district akim's office. No violations were revealed in the work of the district akim's office, as well as in the restrictions and prohibitions against corruption. Stationery was purchased for 372,000 tenge, spare parts for official cars - 322,000 thousand, laptops - 223,214.28, state symbols - 30,2276.32, household goods - 40,000 tenge. An analysis of staff turnover and staffing and vacancies in the second half of 2020 was conducted in the Kurmangazy rural district akim's office. According to the results of the analysis, the district akim's office has 11 staff members. Today, the actual number of civil servants is 11, there are no vacancies. The analysis of staff turnover did not reveal corruption risks. As a result of the analysis of corruption risks, there was no conflict of interest. In 2020, 9 civil servants will be sent on annual leave. Two employees who arrived during the year are scheduled to retire next year. Qualification requirements for public administrative positions approved by the order of the district akim are agreed. All civil servants meet the approved qualification requirements. During the reporting period, the facts of co-operation (work) of close relatives, spouses (in-laws), the proportion of employees hired were not identified. No materials were published in the media exposing illegal actions and misconduct against the staff. І. To identify corruption risks in regulations affecting the activities of the Kurmangazy rural district akim's office During the reporting period, the akim of Kurmangazy rural district received 259 decisions and 234 orders. The analysis of these legal acts did not identify discretionary powers and norms prone to corruption, which could lead to acts of corruption or decision-making. II. To identify corruption risks in the organizational and managerial activities of the Kurmangazy rural district akim's office As a result of the analysis of corruption risks, there was no conflict of interest. The district akim's office does not perform permitting functions. M. Gumarova, Chief Specialist of the Kurmangazy Rural District Akim's Office, is responsible for checking and monitoring compliance with the requirements of the Law on the receipt, registration, registration and consideration of applications of individuals and legal entities in the Kurmangazy Rural District Akim's Office. According to the results of 2020, the akim's office of Kurmangazy rural district received a total of 283 applications. Including: from individuals - 273, from legal entities - 10. Number of reconsidered applications - 7, from individuals - 7, from legal entities - 0. No complaints were received. There are no remaining applications under consideration. Of the appeals in 2020 - 195 were resolved positively, 88 were answered in accordance with the law. Of the reconsidered appeals, 4 were answered in accordance with the law, and 3 were satisfied. The applications cover the allocation of housing and utilities, social and pensions, financial assistance, land and land use, and other issues. A box for citizens' complaints has been placed in a prominent place in the district. No complaints were received from civil servants. According to the statistical results of the form №1-OL, the report for the II half of 2020 was submitted to the general department of the district akim at the end of the year.
