Internal analysis of corruption risks
In accordance with articles 7-8 of the Law of the Republic of Kazakhstan "On combating corruption" and decree of the Minister of civil service Affairs of the Republic of Kazakhstan of 19 October 2016 №12 "On approval of Model rules for conducting internal analysis and risks" and the working group established under the order of the head of Department No. 1 of 05.01.2021 of the year "On an internal analysis of corruption risks in the Department of housing and communal services, passenger transport and highways of Kurmangazinsky district of Atyrau region " conducted an internal analysis of corruption risks for the second half of 2020, provides the following information:
The district Department operates in compliance of the decision of akimat of Kurmangazy district from 1 July 2016 №270 "About the renaming of the name of Kurmangazy district Department of housing and communal services, passenger transport and automobile roads", decree of the akimat of Kurmangazy district from June 18, 2018 No. 207 "On approval of provisions of Public institution "Kurmangazinskiy district Department of housing and communal services, passenger transport and automobile roads in Atyrau region".
In accordance with the resolution of akimat was from 1 September 2020 No. 235 "the resolution of the akimat at November 21, 2018 №361 "On approval of the limit of staff numbers financed from the local budget Kurmangaziev area" the staffing division is 5 units, of which the actual number - 5 units, no vacancies. Annual labor leave is presented to all employees. There is no conflict of interest. There were no complaints from civil servants.
In carrying out its activities, the Kurmangazinsky District Department of Housing and Communal Services, Passenger Transport and Highways of the Atyrau region is guided by the following regulatory legal acts:

On the basis of the Order of the Minister of national economy of the Republic of Kazakhstan from March 27, 2015 № 257 "About approval of standards of state services in the sphere of housing and communal services" and on the base of decree of the Minister of investment and development dated June 22, 2017 No. 376 "Privatization of dwellings from the state housing Fund" Was the district Department of housing and communal services, passenger transport and automobile roads in Atyrau region provides the following public services:
1) Registration and priority, as well as the adoption by local executive bodies of a decision on the provision of housing to citizens in need of housing from the state housing fund or housing rented by the local executive body in the private housing fund»;
2) Privatization of housing from the state housing stock.
In the second half of 2020, the department provided 294 public services:

The facts of violation of deadlines in the provision of public services were not revealed. In 2020, the head of the department received 5 appeals from individuals. The applications received have been fully reviewed.
Dropped in 2020 was made by the head 98 of orders, including: 5 - the granting of the leave, 17 - according to the budget of the division, 45 - travel division staff, the 3 - job, 1 - resignation, 27 - on the organization of work of the Department.

Since the department is subordinate to the akimat of Kurmangazy district, a special box is installed in the first building of the akimat to receive applications from citizens, the department has a helpline 2-15-55.
In the department, standards for the provision of public services are placed in a prominent place.
On the basis of the Law of the Republic of Kazakhstan dated 16.04.1997 No. 94 "On housing relations", an inventory of the lists of citizens who are registered to receive housing from the state housing fund is conducted annually. In the district newspaper "Serper" there is an announcement about the annual inventory. Employees of the department constantly take part in seminars, round tables, as well as post articles. To create an atmosphere of "perfect intolerance", anti-corruption messages such as "Giving a bribe deprives freedom and the future", "With every bribe you steal the dreams of our children"are placed in a prominent place.
Every year until March 31, civil servants of the department and their spouses submit a declaration of income and property.
The district department does not perform control functions.
During the internal analysis to identify corruption risks in the organizational and managerial activities of the department, the risks that contribute to the commission of corruption offenses were not identified.
