When will the problem of working in shifts be solved?
The situation that arose in connection with restrictive measures, the problem of unemployment was preiously raised and widely discussed at the regional level.
This issue was widely discussed at the recent meeting of Akim of Zhylyoy district Halel Zhamalov with heads of enterprises, specialists in personnel affairs in the shift camp of the Tengiz mine. The local head invited to an open conversation the heads of TCO contracting companies-LLC "Sichim", "Velesstroy", "reliable construction" , "Montazhspetsstroy", "comrade Denholm", LLC "Neftestroyservice". At the same time, the head of the district employment center K. Omarov noted that the mine is in close contact with the heads of enterprises, companies, partnerships, and the first head of the district strictly instructed to send all available vacancies to the local Employment Center, and the watchmen who are in the homes of the unemployed, as soon as possible to call for jobs.
We had a special conversation on this issue with Duman Abeuov, Deputy Head of the Department of the State Labor Inspectorate of Atyrau region. During the conversation, he noted that the department, based on the Labor Code of the Republic of Kazakhstan, protects the rights and freedoms of employees, and also closely monitors the safety of workers, working conditions, so that complaints and appeals received from them do not remain without end.
Since the beginning of the year, the department received 1,037 applications, 968 of them were considered, 403 were satisfied. During the consideration of applications, the constitutional rights of 403 employees are protected. So, during this period, the Department conducted 141 inspections, from which it became known about the presence of violations. As a result, 66 persons were brought to administrative responsibility, an administrative fine was imposed in the amount of 15.1 million tenge.
– In connection with the situation in the Zhylyoy district, until July 1 of this year, all employer companies paid wages to people left without work due to the COVID-19 pandemic - 100 percent, after July 1 – 50 percent. Employees of collectives in which the volume of work decreased, and projects stopped, received social compensation in the amount of 42,500 tenge. During the coming week, we plan to raise the issue this year in the anti-crisis headquarters before TCO, " said the Deputy head of the Department of the State Labor Inspectorate of Atyrau region.
According to the press service of TCO, despite the improvement of the epidemiological situation at the Tengiz field, quarantine restrictions remain in full force. All employees of TCO and contractors are required to wear masks, maintain social distance and self-isolation.
The number of PCR tests performed in Kazyr TCO exceeded 103 thousand. In preparation for the second wave of the pandemic, isolation facilities have been prepared for TCO employees and contractors. In particular, there is a temporary infectious diseases hospital with 380 beds, 800 isolators for those who are in close contact with the patient, as well as 79 medical beds at sea (to wait for the result of PCR) and 145 beds for infected patients who have no signs of the disease in Atyrau.
Since September 1, TCO has started to re-mobilize employees for the smooth implementation of production activities, as well as to perform work within the framework of the PKS-PUUD within the time frame set by the schedule.
The company clearly stated that the re-mobilization will be carried out in stages, in accordance with all requirements and rules and depending on the Tengiz field and the epidemiological situation in the country.
To date, the PBR-PUD projects have been completed by 79%. In order to ensure the safe demobilization of the workforce in accordance with the project schedule, the company works closely with government agencies.
