In Atyrau region 68 rural districts and 1 city of regional significance, in Kurmangazy district - 19, Inder district - 7, Isatay district - 7, Kyzylkoga district - 10, Makat district - 3, Makhambet district - 9, Zhylyoy district - 7, Atyrau city - 7 rural okrugs.
Since 2018, the budget of the IV level of 47 cities of regional significance and rural districts with a population of more than 2000 people (hereinafter referred to as r/o) has been introduced in the region, communal property has been formed. Including:
- Kurmangazy district-12 r/o (Kurmangazy, Azgyr, Akkol, Birlik, Dyngyzyl, Yenbekshi, Orlik, Zhanatalap, Kudryashov, Makash, Nurzhau, Suyundik);
- Inder district-6 r/o (Yesbol, Koktogay, Inderbor, Zharsuat, Yeltay, Orlik);
- Isatay district - 4 r/o (Akkystau, Zhanbay, Kamyskala, Tushchykuduk);
- Kyzylkoga district-5 r/o (Miyaly, Uil, Tasshagyl, Sagiz, Mukir);
- Makat district - 2 r/o (Makat, Dossor);
- Makhambet district-6 r/o (Alga, Baksay, Beibarys, Yesbol, Makhambet, Saraishyk);
- Zhylyoy district-1 city of regional significance (Kulsary) and 4 rural areas (Kosshagyl, Zhem, Kara Arna, Zhana Karaton);
- Atyrau city -7 r/o (Aksay, Kaiyrshakty, Atyrau, Kenozek, Damba, Yerkinkala, Almaly).
This, in turn, contributed to the expansion of the financial and economic independence of local self-governments (hereinafter referred to as LSG) and made it possible to resolve issues of local importance.
From January 1, 2020, in 22 rural districts with a population of 2 thousand people or less, including:
- Kurmangazy district - in 7 rural okrugs (Asan, Kigach, Koptogay, Safon, Tengiz, Baida, Shortanbay);
- Inder district - in the 1st rural okrug (Perepel);
- Isatay district - in 3 rural okrugs (Psuryn, Isatay, Naryn);
- Kyzylkoga district - in 5 rural okrugs (Zhangeldy, Kazgara, Zhambyl, Kyzylkoga, Taisoigan);
- Makat district - in the 1st rural okrug (Baygetobe);
- Makhambet district - in 3 rural okrugs (Akzhaik, Aktogay, Zhalgansay);
- In Zhylyoy district-2 rural districts (Akkiiztogay, Maikumgen), the budget of the IV level of local self-government and communal property were introduced.
In order to further increase the socio-economic development of rural settlements, the ongoing measures will be continued for the timely and full implementation of the functions transferred to the competence of local executive bodies.
From January 1, 2020, in accordance with article 9-1 of the Budget Code of the Republic of Kazakhstan for 2020, the budgets of 68 rural districts of the region and 1 city of regional significance in the amount of 13,170.9 million tenge have been agreed with the meeting of the local community and approved by decisions of maslikhats of cities and districts.
As of September 1, 2020, the plan of receipts amounted to 7,628.6 million tenge, execution amounted to 8,249.0 million tenge or 108.1%. The plan of expenditures amounted to 7,628.9 million tenge, development amounted to 7,582.3 million tenge or 99.3%.
