State Program for Housing Provision

Regional Development Program until 2020 (former “Affordable Housing 2020” Program)

Upon the Resolution of the Government of the Republic of Kazakhstan No. 728 dated June 28, 2014 the Regional Development Program until 2020 was approved in order to provide housing to broad masses of the population.

The program includes five directions in construction and provision of housing to the population.

1) housing through “ZhilStroySberBank” JSC (for all categories of the population and for young families);

2) housing through “Kazakhstan Mortgage Company” JSC;

3) housing through “Samruk-Kazyna” Real Estate Fund” JSC;

4) housing within the framework of the pilot project for the dilapidated housing demolition.

Housing through “ZhilStroySberBank” JSC

Housing for Young Families

Young families who have children, married for at least two years and the age of both spouses is under 29 (at the time of submission of the application for participation in the Program), as well as single-parent families in which children (a child) are (is) raised by one of parents who has not reached the age of 29 years, including divorced, widowed with registered place of residence in Astana for at least two years.

According to the basic requirements, young families are required:

1)  to have the citizenship of the Republic of Kazakhstan or the status of repatriates (oralmans);

2)  to be registered inAstana within the last 2 years;

3)  not to have housing as a property in the territory of the Republic of Kazakhstan that belongs to the Program participant and members of his/her family (spouses, minor children), as well as other family members continuously living together with him/her and mentioned in the application;

4)  not to have evidence detected in regard to the deliberate deterioration of living conditions by the Program participant and members of his/her family (spouses, minor children), as well as other family members continuously living together with him/her and mentioned in the application by the exchange of the dwelling or alienation of the dwelling owned by him/her as a property during the last 5 (five) years in the territory of the Republic of Kazakhstan.

Participants will be selected by the Housing Commission taking into account the assigned scores (based on the largest number of points)

1)  20 points for the first child, 30 points for the second and each subsequent child;

2)  10 points for each of the family members who are disabled or suffering from severe degrees of chronic diseases according to the list approved based on the Resolution of the Government of the Republic of Kazakhstan No. 1309 dated November 8, 2011;

3)  additional 5 points candidates not included in the list for the built house during the previous selections within the state programs;

4)  10 points for each of the spouses referred to the category of orphans and children left without parental care who are under twenty-nine and who have lost parents before adult age.

The cost of one square meter of housing is as follows:

3rd class comfortability - 142 500 tenge;

4th class comfortability - 120 000 tenge.

Housing for All Categories of Citizens

Housing is provided through direct repayment at the expense of housing loans, housing construction savings or own funds. In case of non-confirmation of financial solvency, housing can be provided for rent with repayment for a period of not more than 8 years.

Categories of Citizens Eligible to Apply for Participation

According to the Program, only citizens who are registered in need of housing from the municipal housing fund (waiting list) in Astana are eligible to participate in this direction based on the following categories:

1.  orphans, children left without parental care;

2.  socially vulnerable groups of the population (persons equated to disabled and veterans of the Great Patriotic War; families that have or raise disabled children; senior citizens; repatriates (oralmans); persons who have lost their homes as a result of environmental disasters, natural and man-made emergency situations; large families; single-parent families);

3.  civil servants, military personnel, employees of special government bodies, employees of budget organizations.  

According to the conditions of the Program, the following categories of citizens who are registered in need are not eligible to participate in the implementation of this direction:

1.  disabled and participants of the Great Patriotic War;  

2.  1 and 2 groups disabled; persons suffering from severe forms of chronic diseases, specified in the list of diseases approved by the Government of the Republic of Kazakhstan;  

3.  families of those killed (dead) in the performance of state or public duties, military service, in the preparation or implementation of a flight into space, during rescue of a human life, in law enforcement;  

4.  Citizens, the only home of whom is found in an emergency state in accordance with the laws of the Republic of Kazakhstan.

Basic Requirements for Applicants (Candidates)

1. Confirmation of the status in the waiting list of those who are in need of housing in accordance with the Law of the Republic of Kazakhstan “On Housing Relations”:

• availability of the citizenship of the Republic of Kazakhstan or repatriate (oralman) status;
• availability of permanent residence registration of the applicant and his/her family members in Astana;
• absence of housing on the property right in the territory of the Republic of Kazakhstan, absence rental housing with purchase or housing as a property (joint ownership share in the common property, a common component of joint (shared) property of other family members referred to in the statement as a housing unit) in the territory of the Republic of Kazakhstan in relation to the Program participant and family members (spouses, minor children), as well as other family members continuously living together with him/her and mentioned in the statement,;
• absence of evidence of the deliberate deterioration of living conditions by the Program participant and family members (spouse, minor children), as well as other family members continuously living together with him/her and mentioned in the statement by the exchange of the dwelling or alienation of the dwelling owned by him/her as a property during the last 5 (five) years in the territory of the Republic of Kazakhstan.

2. Confirmation of the possibility of obligations fulfillment by relevant incomes under the terms of housing sale, rental with purchase and without repayment (solvency assessment).

The cost of one square meter of housing is as follows:

3rd class of comfortability - 142 500 tenge;

4th class of comfortability - 120 000 tenge.

“Samruk – Kazyna” Real Estate Fund”

In 2014, there were 678 apartments set by “Samruk – Kazyna” Real Estate Fund” for sale through the Mayor’s Office of Astana.

The following citizens who are registered among those in need of housing from the municipal housing stock in Astana are eligible to take part in the program of this area:

• civil servants;
• employees of budget organizations;
• military personnel;
• candidates for the cosmonauts;
• cosmonauts;
• personnel of specialized public authorities;
• persons holding state elective positions;
• socially vulnerable groups (disabled persons and participants of the Great Patriotic War; 1 and 2 groups disabled; families who have or raise children with disabilities; persons suffering from severe forms of chronic diseases that are specified in the list of diseases approved by the Government of the Republic of Kazakhstan; senior citizens; orphans and children left without parental care; repatriates (oralmans); persons who have lost their homes as a result of environmental disasters, natural and man-made emergency situations; large families; families of those who were killed (who died) in the performance of state or public duties, military service , in the preparation or implementation of a flight into space, during rescue of a human life, in enforcement of law and order; single-parent families).

The following citizens are not eligible to participate in the Program under this direction:

• those registered in need of housing from the municipal housing stock in Astana, and who are members of the Great Patriotic War;
• citizens, the only home of whom is found in an emergency condition, in accordance with the laws of the Republic of Kazakhstan.

The Program participants shall be selected by the Housing Commission according to their priority in the waiting list for housing from the municipal housing stock.

Housing through “Housing of “Kazakhstan Mortgage Company” Mortgage Organization” JSC

“KMC” MO” JSC organizes construction of rental housing and/or purchases housing construction facilities (which are under construction, incomplete, built and not commissioned, built and commissioned (completed housing) housing facilities) from third parties at the expense of the National Fund of the Republic of Kazakhstan, own funds and other sources. 

At the same time, “KMC” MO” JSC is implements rental housing sale in two lines: rental housing with purchase, rental housing without repayment.

A series of actions for automation of applications submission through the e-services portal was taken by the Mayor’s Office of Astana to implement the Program. Thus, as of today, the electronic submission of documents in accordance with the terms of the Program is provided in Astana only.

Under the program conditions, citizens who are registered in need of housing from the municipal housing stock (waiting list) in Astana are eligible to participate in this line, including:

• large families;
• single-parent families;
• families who have or raise children with disabilities;
• orphans and children left without parental care;
• repatriates (oralmans);
• civil servants, military personnel, employees of specialized public authorities, employees of budget organizations.  

According to the Program, this program participants are selected in two sub-groups:

• Sub-Group 1 - waiting list of the Mayor’s Office of Astana for the above-specified categories married for at least 3 years with children (a child), and both spouses should be aged under 35 (at the time of submission of the application for participation in the program), as well as single-parent families in which children (a child) are (is) brought up by one of the parents under 35, including divorced, widowed ones;
• Sub-Group 2 – waiting list of the Mayor’s Office of Astana for the above-specified categories that are not included in the Sub-Group 1.
