Information on carrying out information and explanatory work on the introduction of compulsory social health insurance in Akmola region

In Kazakhstan, a system of medical insurance will be introduced, developed taking into account the best international experience, based on the joint responsibility of the state, the employer and each person. At the same time, the state will make contributions for the economically inactive population. Employers are in favor of employees. Employees and self-employed citizens registered with the tax authorities - for themselves.

The state reserves the right to provide citizens with a guaranteed volume of free medical care (hereinafter - the guaranteed volume of medical care): the provision of medical care for socially significant diseases, emergency conditions, ambulance, air ambulance and vaccination.

In order to ensure the universal right to health care until 2020, uninsured citizens will be provided with outpatient and polyclinic care with outpatient drug provision within the guaranteed volume of medical care.

Within the framework of the compulsory health insurance, the following will be provided: outpatient and polyclinic care with outpatient drug provision to insured citizens, inpatient medical care, high-tech medical services, inpatient technologies, long-term nursing care.

In addition, citizens, when participating in voluntary insurance, can receive medical services that are not provided for by the OSHI system, on the basis of an agreement concluded with private insurance companies. The state, employers and self-employed citizens will begin to make contributions to the Social Health Insurance Fund from January 1, 2017. The state contribution rate for citizens of special categories will be 7% of the average monthly salary. At the same time, the rate will be gradually increased: 4% in 2017, 5% from 2018, 6% in 2023, and from 2024 - 7%. The total employers' contribution rate will be 5% of income, with contributions starting at 2% in 2017, 3% in 2018, 4% in 2019 and from 2020 at 5%.

The rate of contributions for self-employed citizens (individual entrepreneurs, private notaries, private bailiffs, lawyers, professional mediators, individuals who receive income under civil law contracts) will be 7% of income. At the same time, 2% in 2017, 3% in 2018, 5% in 2019 and from 2020 - 7%.

Employees will begin to make contributions from 2019 - 1% of income, from 2020 - 2%.

15 categories of citizens are exempted from paying contributions to the Social Medical Insurance Fund, 12 of them are socially vulnerable groups of the population, as well as military personnel, employees of special state and law enforcement agencies.

The socially vulnerable groups of the population include:

children;

mothers with many children, awarded with pendants "Altyn alka", "Kүmis alқa" and previously received the title "Mother-heroine", as well as awarded with the orders "Maternal glory" I and II degrees;

participants and invalids of the Second World War;

disabled people;

persons registered as unemployed;

persons studying and being brought up in boarding schools;

persons studying on a full-time basis in organizations of technical and professional, post-secondary, higher education, as well as postgraduate education in the form of residency;

persons on leave in connection with the birth of a child, adoption (adoption) of a newborn child, taking care of a child until he reaches the age of 3 years;

non-working pregnant women, as well as non-working persons who are actually raising a child until he reaches the age of 3;

pensioners;

persons serving a sentence by a court sentence in penal institutions, with the exception of minimum security institutions;

persons held in temporary detention and pre-trial detention centers.

It should be noted that the volume of medical assistance provided under the compulsory health insurance will not depend on the amount of the contribution to the Fund. It is enough that these deductions are made regularly.

In accordance with the practice already in force in Kazakhstan, it is proposed to assign control over receipts to the Fund to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

According to experts' forecasts, as a result of the introduction of medical insurance, the level of medical care in the country will significantly increase, and it will also be possible to increase the salaries of doctors. Hospitals will be able to purchase high quality equipment and expensive medicines. Medical insurance will allow a person to be examined and, if necessary, receive treatment without allocating cash from their budget for these purposes.

Today, a large-scale campaign is being held in the Akmola region to explain the basic principles of the compulsory social health insurance system.
