Who can register for housing needs?

In accordance with paragraph 1 of Article 67 of the Law of the Republic of Kazakhstan "On Housing Relations" (hereinafter the Law), dwellings from the communal housing stock or dwellings rented by the local executive body in the private housing stock are provided for use by citizens of the Republic of Kazakhstan in need of housing permanently residing in this locality and registered citizens related to:

1) disabled people and participants of the Great Patriotic War;

1-1) to orphans, children left without parental care;

2) socially vulnerable segments of the population (persons equated to disabled persons and participants in the Great Patriotic War; disabled groups 1 and 2; families with or raising disabled children; persons suffering from severe forms of certain chronic diseases listed in the list of diseases approved by the Government Of the Republic of Kazakhstan; retirees by age; oralmans; persons who have lost their homes as a result of environmental disasters, natural and man-made emergencies; large families; families of persons who perished (died) in the performance of state or public duties, military service, in the preparation or implementation of a flight into outer space, saving human life, protecting law and order; single-parent families).

3) civil servants, employees of budgetary organizations, military personnel, candidates for astronauts, cosmonauts, employees of special government bodies and persons holding public elective positions;

4) citizens of the Republic of Kazakhstan, whose only dwelling place is recognized as emergency in the manner prescribed by the legislation of the Republic of Kazakhstan.

What documents are required for placing in the housing queue?

List of documents required for the provision of public services when the service recipient (or its representative under a notarized power of attorney):

1) to a State Corporation:

application for registration of citizens in need of housing from the communal housing stock, indicating consent to check by the local Executive body the presence or absence of the applicant and permanent family members living with him in permanent use in this locality of housing from the communal housing stock;

identity document of the applicant (submitted for identification of the applicant's identity) and copies of identity documents of family members permanently residing with the applicant (if available);

certificates of marriage (dissolution) (before June 1, 2008), death of family members (before August 13, 2007), birth of children (before August 13, 2007) the original is submitted for identification);

certificate of the relevant local Executive body, if the only dwelling is recognized as an emergency;

in the case of applicant belonging to socially vulnerable segments of the population (with the exception of children-orphans, children left without parental care and children with disabilities), shall be submitted additionally:

- proof of income over the last twelve months before application for each family member;

in the case of the applicant that are related to the category of civil servants, employees of budgetary organizations, military personnel, employees of special state bodies and persons holding public elective office, additionally it appears:

- certificate from the place of work (service);

candidates for cosmonauts, cosmonauts represent:

- a document confirming their status, which is assigned by the Government of the Republic of Kazakhstan;

in cases where the dwelling in which the family lives, does not meet the sanitary and technical requirements, or when in adjacent, uninsulated premises live two or more families, or when family members are sick, suffering heavy forms of some chronic diseases at which joint residing with them in the same room (apartment) is not possible, the applicant further represents:

When accepting documents through a State Corporation, the service recipient is issued a receipt for accepting the relevant documents.

electronic copy of the certificate of marriage (dissolution) (before June 1, 2008), death of family members (before August 13, 2007), birth of children (before August 13, 2007);

an electronic copy of the certificate of the relevant local Executive body, if the only dwelling is recognized as an emergency;

if the service recipient applies to socially vulnerable segments of the population (with the exception of orphans, children left without parental care, and children with disabilities), additional information is provided:

an e-copy of income certificate for the last twelve months before application for each family member;

in the case of the applicant that are related to the category of civil servants, employees of budgetary organizations, military personnel, employees of special state bodies and persons holding public elective office, additionally it appears:

-electronic copy of certificate of employment (service);

candidates for cosmonauts, cosmonauts represent:

- an electronic copy of the document confirming their status, which is assigned by the Government of the Republic of Kazakhstan;

in cases where the housing in which the family lives does not meet the established sanitary and technical requirements, or when two or more families live in adjacent, uninsulated residential premises, or when the family includes patients suffering from severe forms of certain chronic diseases, in which joint living with them in the same room (apartment) becomes impossible, the service recipient additionally submits:

- an electronic copy of the certificate of the relevant authorized bodies.

In case of contacting the service recipient via the portal, the status of acceptance of the request for the provision of public services, as well as a notification indicating the date and time of receipt of the result of the public service, is sent to the" personal account".

Term of rendering the state service: from the date of submission of the package of documents to the State Corporation, as well as when contacting the portal — 30 (thirty) calendar days;

The result of rendering the state service — the notice on registration with the indication of serial number of turn or the motivated answer about refusal in providing the state service in cases and on grounds stipulated by point 10 of the standard of the state service:

The bases for refusal in providing the state service is:

1) establishing the unreliability of the documents submitted by the service recipient for receiving the state service, and (or) the data (information) contained in them;

2) establishment that the service recipient, whose only home is recognized as emergency in accordance with the legislation of the Republic of Kazakhstan, applied outside the locality where the home was recognized as emergency;

3) the absence of the fact of residence in cities of national significance, the capital for at least three years;

4) establishing that a citizen has become destitute as a result of deliberate deterioration of their housing conditions over the past five years by:

exchange of residential premises;

alienation of habitable housing that belonged to it on the right of ownership, regardless of whether it was located in the same or another locality of the Republic of Kazakhstan, except for cases when the housing was purchased by a local Executive body when the pledger — a citizen of the Republic of Kazakhstan, whose only home was purchased on long-term preferential housing loans received in accordance with the legislation of the Republic of Kazakhstan, is unable to fulfill obligations under a mortgage housing loan;

destruction or damage to the home through his fault;

moving out of a dwelling in which he / she was not in need of a dwelling from the public housing Fund or a dwelling rented by the local Executive body from a private housing Fund;

accommodation of other persons other than the spouse, minors and disabled children, as well as disabled parents.

How soon can I get a place to live?

emergency recovery work - from 1 hour to 16 hours;
