Working hours of government employees
The working hours and rest periods of civil servants are determined by the Labor Regulations approved by government agencies.
The employer is required to keep records of the employee's actual working hours. Often, this accounting is carried out on the basis of information from the Access Control and Management System and on the basis of monitoring compliance with working hours.
The length of working hours is determined in accordance with the labor legislation of the Republic of Kazakhstan. A five-day working week with two days off has been established for civil servants.
The duration of daily work may not exceed 8 hours with a five-day working week, 40 hours per week.
In order to perform urgent, unforeseen work in advance, civil servants may be involved in overtime work, work on weekends and holidays in accordance with labor legislation.
In such cases, the civil servant is provided with rest days (hours) or work is compensated in accordance with the remuneration system for civil servants.
Overtime work should not exceed 2 hours for each employee during the day. The total duration of overtime work should not exceed twelve hours per month for a four–day, five-day, and six-day work week, and one hundred and twenty hours per year for cumulative working hours.
If necessary, remote work and flexible working hours can be used.
However, remote work can be established during the introduction of emergency situations or during the introduction of other restrictive measures.
Flexible working hours in a government agency are established for:
- government employees with disabilities, pregnant women, single parents raising a child under the age of fourteen;
- for people living in a remote area from the location of a government agency.
However, the period of flexible working hours may not exceed six months.
