In order to facilitate the process of entering the civil service for our citizens and to conduct competitions as transparently as possible, a number of significant changes were made to the rules for entering the civil service in March of this year, which I would like to discuss in more detail.
So, now candidates can participate in competitions without leaving their homes by submitting documents by email, i.e. there is no need to bring paper versions of documents to the state Agency, as was previously required.
The interview also does not require a personal appearance of the candidate to the state body, since it can be conducted by remote means of video communication. In addition, now candidates for participation in the competition attach only two documents to their application: a copy of the diploma and a copy of the service record. The rest of the previously required documents are submitted only by the candidate who received a positive decision of the competition Commission.
The range of potential observers who can take part in the competition has been significantly expanded. If earlier the circle of observers included deputies, representatives of mass media, public associations, political parties, employees of the Agency and other government agencies, now every adult citizen can act as an observer. This gives candidates the opportunity to invite their observer to an interview, having previously notified the Secretary of the competition Commission.
Also, with the latest amendments, members of the Commission no longer choose a candidate for the position by voting. According to the decision of the competitive Commission, the vacant office may take the candidate with the highest score, i.e., currently, the interview is not the only measure when selecting the winner, and given points for testing. And the candidates for the positions of corps "B" in addition, the pass essay. In addition, members of the competition Commission can announce additional selection tools to select the best candidate with the appropriate work skills and competencies, depending on the specifics of the position.
For example, the competition Commission may ask candidates to make a presentation on their vision of problems in the relevant field and opportunities to solve them.
