ANNOUNCEMENT The first target requirements and target savings have arrived under the National Fund for Children program

ANNOUNCEMENT

The first target requirements and target savings have arrived

under the National Fund for Children program

Under the National Fund for Children program, the UAPF has accrued the first target requirements (for children under the age of 18) and the first target savings have been transferred to target savings accounts (for children who will turn 18 in 2024).

From January 1, 2024, all children - citizens of Kazakhstan who had not reached the age of majority as of the end of 2023 - became participants in the program.

The total number of program participants is 6,919,131 children (children born from January 1, 2006 to December 31, 2023, inclusive). Of these, 304,815 participants will turn 18 years old in 2024 (children born from January 1, 2006 to December 31, 2006, inclusive).

Over the past year, all of them received the same amount from the National Fund of Kazakhstan in the amount of 100 dollars and 52 US cents.

It is important to understand that these are only the first accruals; the amount will increase annually due to the growth of the National Fund’s assets and the receipt of investment income. In addition, the accrued funds will continue to be invested as part of the National Fund’s foreign currency assets and bring additional investment income to children participating in the program until they reach the age of 18.

For children who will turn 18 in 2024, the specified amount has already been transferred to their target savings accounts opened automatically with the UAPF. These program participants will have the right to use their target savings for housing or education immediately upon reaching adulthood.

We remind you that target requirements are the obligations of the Government of the Republic of Kazakhstan to children under 18 years of age - citizens of the country, formed in the National Fund annually at the expense of 50% of investment income, calculated at the rate of return averaged over the last 18 years (preceding the reporting year). Funds taken into account as target requirements will continue to be invested until the child's 18th birthday and additional investment income will be accrued on them annually.

According to the law, the right to use targeted requirements occurs only after the child reaches 18 years of age. In the year the child reaches his 18th birthday, the amount of accumulated target requirements is transferred to the child’s target savings account opened in the Unified Accumulative Pension Fund for use on housing or education.

Money accumulated in the UAPF on target savings accounts of children who are citizens of Kazakhstan and reach 18 years of age this year are called target savings. In order to use these funds, an adult participant in the program can contact authorized operators by opening a bank account there, to which his target savings will be transferred from the UAPF in US dollars. The list of authorized operators who have entered into an agreement with the UAPF and work under the National Fund for Children program is posted on the website enpf.kz

The UAPF records all target requirements and target savings under the National Fund for Children program (including accumulated investment income) in US dollars, and also provides information on program participants.

Parents (or other legal representatives) of a minor can check information about the child’s participation in the program and accrued target requirements (using the child’s IIN) on a specially created website kids.enpf.kz. Here you can also familiarize yourself with the terms of the program, receive instructions, and answers to your questions. Parents can also check accrual data for their child in their personal account on the egov.kz portal.

An adult citizen can check the target savings independently in his personal account on the enpf.kz website, in the UAPF mobile application or on the egov.kz portal.

Statistical reports on accruals by age, gender, regions of the republic will be regularly posted on the website enpf.kz/

It is important to know that a complete list of children participating in the UAPF program is compiled annually based on official information from the State Database “Individuals”. If a child is included in this database, he automatically becomes a participant in the National Fund for Children program and is guaranteed to receive target requirements and investment income for all years of participation in the program.

If for some reason a child is not in the State Database “Individuals” and for this reason was not included in the list of program participants (but has the right to be a participant), then the target requirements are accrued for the missed period (missed periods) in full (including investment income) in the next calendar year.

In this case, we recommend that parents (legal representatives) of children check:

  • the child has an identification document (birth certificate, from 16 years old - identity card of a citizen of the Republic of Kazakhstan);
  • correctness and presence of details in the identity document: full name, date of birth, IIN, citizenship;
  • availability, attachment and correctness of information about children in your personal account on the egov.kz portal (this resource will provide a detailed statement of the target requirements of the child assigned to the parent).

If the child has:

  • not have an identification document or IIN, you should contact the State Corporation “Government for Citizens” at your place of residence (PSC);
  • citizenship missing, not established or incorrectly indicated, then you should contact the migration service at your place of residence.

After making the necessary adjustments to the State Database “Individuals”, the target requirements and investment income of the child will be fully accrued next year, taking into account the missed period.

The UAPF was established on August 22, 2013 on the basis of GNPF APF JSC. The UAPF founder and shareholder is the Government of the Republic of Kazakhstan represented by the State Institution “Committee of State Property and Privatization” of the Ministry of Finance of the Republic of Kazakhstan. UAPF pension assets are managed by the National Bank of the Republic of Kazakhstan. From January 1, 2016, the functions for developing proposals to improve the management of pension assets were transferred to the National Fund Management Council. When transferring pension savings to IPM management, the state guarantee is replaced by a guarantee from the management company to ensure a minimum level of return on pension assets. Let us remind you that from July 1, 2023, contributors can transfer into trust management no more than 50% of pension savings at the expense of compulsory pension contributions (CPC) and compulsory occupational pension contributions (COPC), without taking into account the minimum adequacy threshold for investment portfolio managers (IPM), by choosing such a company yourself. Personal pension savings plan
as a tool for forming the desired pension

As part of the implementation of the Corporate Development Strategy of UAPF JSC for 2022-2026, including tasks for further improvement of pension services, taking into account the introduction of a proactive format, UAPF JSC launches a new tool for planning future pensions – a personal pension savings plan to help the depositor.

Unlike the forecast pension calculator, which can be used to calculate the expected amount and schedule of pension payments based on the current amount of pension savings and future contributions, a personal plan allows the user to independently:
- calculate the required amount of contributions based on the desired amount of pension
payments, taking into account the current amount of pension savings,
- monitor the execution of a personal savings plan (through
an automated personal notification system).

The estimated calculation of the future total pension includes the following pension components within the framework of the multi-level pension system of Kazakhstan:
1. Pension at the expense of the state budget (basic pension and solidary (labor) pension).
2. Pension from the UAPF at the expense of:
- 10% of mandatory pension contributions (OPV) paid from the income of employees in the UAPF.
- 5% of the mandatory occupational pension contributions (OPP) transferred by the employer to the UAPF in favor of employees engaged in jobs with harmful working conditions.
3. Pension from the UAPF at the expense of voluntary pension contributions (DPV), which can be transferred by both the employee and his employer.

The future pension planning service is available in the personal account on the UAPF website, upon logging in to which the user will receive a one-time notification about the opportunity to use this service. For more information about the service and how to use it, you can read the memo for the user of the personal pension savings plan located at the top of the screen when logging into this service.

The depositor can monitor the process of executing his pension plan, that is, monitor the receipt of OPV, OPV and DPV, as well as the status of plan execution in percentage and monetary terms by months and years, in order to take timely measures to implement the plan, for example, replenish the missing amount of pension savings through voluntary pension contributions.
If necessary, the depositor can change the input parameters of the personal plan at any time, for example, specify a different amount of the desired pension and create a new plan.
