"Subsidizing the reimbursement of part of the expenses incurred by the subject of the agro-industrial complex during investment"
Acceptance of applications and issuance of the results of the provision of public services are carried out through Qoldau.kz .
The term of rendering is 14 (fourteen) working days.
The result of the provision of a public service is the conclusion of an investment subsidy agreement, or a reasoned refusal to provide a public service.
List of documents attached to the application:
For investment projects that have not been put into operation, the service recipient submits an application with the necessary documents specified in the application attached to it:
when submitting an application through the portal – in "PDF (Portable Document Format)" format (scanned copy of the paper version signed and stamped (if available) by the service recipient);
when submitted through a State corporation – in paper form.
For investment projects already put into operation, as well as for actually purchased machinery, machines and equipment, the service recipient submits an application with the necessary documents specified in the application attached to it, which is considered without the use of two–stage procedures:
when submitted through the portal - in "PDF (Portable Document Format)" format (scanned copy of signed and certified with the seal (if available) of the recipient of the paper version);
when submitted through a State corporation – in paper form.
At the second stage (after completion of the work), the service recipient submits an application in accordance with Annex 4 to the Rules of Subsidization for reimbursement of part of the expenses incurred by the subject of the agro-industrial complex with investments approved by Order of the Acting Minister of Agriculture of the Republic of Kazakhstan dated July 23, 2018 No. 317 (registered in the Register of State Registration of Regulatory Legal Acts No. 17320) (hereinafter referred to as the Rules):
when submitted through the portal – in electronic format "PDF (Portable Document Format)" (scanned copy of the paper version signed and stamped (if available) by the service recipient), when submitted through a State Corporation – in paper form.
The following supporting, title and (or) registration documents are attached to the application:
1) copies of the act of acceptance of the object of the investment project into operation (when creating new production facilities or expanding existing ones) or the act of commissioning of the start-up complex or the queue of the investment project (in cases specified in paragraph 16 of the Rules) in accordance with the form of the act of acceptance of the object into operation approved by the order of the Minister for Investment and Development of the Republic of Kazakhstan dated April 24, 2017 No. 234 (registered in the Register of State Registration of Regulatory Legal Acts No. 15141) (hereinafter – the form of the certificate of acceptance of the facility into operation), as well as in accordance with paragraph 2 of Article 73 of the Law of the Republic of Kazakhstan "On Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan" (hereinafter – the Law on Architectural, Urban Planning and Construction Activities);
2) copies of the equipment commissioning certificate between the buyer and the supplier (when purchasing equipment);
3) copies of purchase and sale agreements, electronic and/or paper invoices for purchased goods, works, services, confirming investments for the creation of new or expansion of existing production facilities, documents confirming payment;
4) copies of the design and estimate documentation having a positive conclusion of the expert examination of projects in accordance with Article 60 and Chapter 9-1 of the Law on Architectural, Urban Planning and Construction Activities (according to the passports of projects for which subsidies are provided in accordance with the design and estimate documentation);
5) copies of certificates of acceptance and transfer of agricultural, special machinery and technological equipment;
6) copies of the passport of the manufacturer of machinery, machinery and (or) equipment, certificate of conformity or declaration of conformity for machinery, machinery or equipment;
7) copies of credit/leasing agreements certified by a financial institution in the case of investment investments at the expense of funds raised in financial institutions;
8) in case of applying for the second tranche in accordance with subparagraph 2) paragraph 17 of the Rules, the investor (service recipient) attaches in electronic format "PDF (Portable Document Format)" (scanned copy of the paper version) supporting documents (business plan, electronic invoices for the sale of finished products).
To confirm the volume of products declared in the business plan, a group of specialists draws up an inspection report on the achievement of at least 30 (thirty)% of the volume of products produced, which is prepared on the basis of the documents specified in this subparagraph, as well as in accordance with the statistical form of the national statistical observation "Enterprise report on the production of products (goods, services)" (code 151103128, index 1-P, quarterly frequency), approved by the Order of the Chairman of the Statistics Committee of the Ministry of National Economy of the Republic of Kazakhstan dated November 15, 2017 No. 173 "On approval of statistical forms of national statistical observations on industry and environment statistics and instructions for Completing them" (registered in the Register of State Registration of Regulatory Legal Acts No. 16060), investor (service recipient) for the quarter preceding the moment submission of the investor's (service recipient's) application at the second stage, with the exception of individual entrepreneurs;
9) copies of the certificate of registration for value added tax (for subjects of the agro-industrial complex that are registered for value added tax);
10) copies of the statistical form of the national statistical observation "Report on investments in fixed assets" (index 1-invest, monthly frequency), approved by the order of the Chairman of the Statistics Committee of the Ministry of National Economy of the Republic of Kazakhstan dated February 4, 2020 No. 16 "On approval of statistical forms of national statistical observations on investment and construction statistics and Instructions on their completion" (registered in the Register of State Registration of Regulatory Legal Acts No. 19994);
Applications for the application of the mechanism for transferring subsidies to a special account of a financial institution by an advance payment are submitted by the service recipient in accordance with Annex 5 to the Rules.
Information about the identity document of an individual, about the registration (re-registration) of a legal entity, about the registration of an individual entrepreneur, or about the beginning of activity as an individual entrepreneur, the service provider receives from the relevant state information systems through the gateway of the "electronic government".
When submitting an application through a State Corporation, the service recipient presents an identity document (for identification).
The procedure for the provision of public services is regulated in the Rules for subsidizing the reimbursement of part of the expenses incurred by the subject of the agro-industrial complex for investment investments approved by Order of the Ministry of Agriculture of the Republic of Kazakhstan No. 317 dated July 23, 2018.
