As part of the implementation of the State Program for the development of the Agro-industrial complex of the Republic of Kazakhstan for 2021-2025 and in order to reduce the financial burden on the subjects of the agro-industrial complex, the Department of Agriculture and Land Relations in the Akmola region implements the state program "Subsidizing interest rates for lending to subjects of the agro-industrial complex, as well as leasing for the purchase of farm animals, machinery and technological equipment." The program is implemented within the framework of the rules for subsidizing the remuneration rate approved by Order No. 436 of the Minister of Agriculture dated October 26, 2018.
This program involves loan agreements issued by financial institutions: the Development Bank of Kazakhstan, second-tier banks, foreign and international financial institutions conducting banking operations through Kazakhstani financial institutions, credit organizations licensed to conduct banking operations, as well as leasing companies and credit partnerships in the field of agro-industrial complex.
Subsidies are provided in 3 directions:
1. On the general basis of the Rules: for the intended purpose for the purchase of agricultural machinery, for the purchase of farm animals, for investment purposes, construction, for replenishment of working capital, for carrying out spring field and harvesting works. Where the final rate for the borrower is 6%.
2. Within the framework of the mechanism of crediting and financial leasing of priority projects, approved by the Decree of the Government of the Republic of Kazakhstan dated December 11, 2018 No. 820 "On some issues of ensuring long–term tenge liquidity to solve the problem of affordable lending" (hereinafter referred to as the Mechanism of crediting and financial leasing of priority projects), the following is carried out:
1) for investment purposes with reduced rates remuneration for 10 (ten)% per annum in tenge, while the subsidy period is no more than 10 (ten) years without the right to prolongation;
2) to replenish working capital with a reduction in interest rates by 9 (nine) % per annum in tenge, while the subsidy period is no more than 3 (three) years without the right of extension;
3) for carrying out spring field and (or) harvesting operations with a reduction in remuneration rates by 9 (nine) % per annum in tenge, while the subsidy period is no more than 1 (one) year without the right to prolongation.
3. Subsidies are provided under loan agreements issued by financial institutions within the framework of the Employment Roadmap for 2020 – 2021, carried out:
1) on loans issued by the Development Bank of Kazakhstan:
for investment purposes with a reduction in interest rates by 5 (five)% per annum in tenge, while the subsidy period is no more than 10 (ten) years without the right to prolongation;
to replenish working capital with a reduction in interest rates by 5 (five)% per annum in tenge, while the subsidy period is no more than 3 (three) years without the right of extension;
2) on loans issued by the joint-stock company "Agrarian Credit Corporation":
for investment purposes with a reduction in interest rates by 5.5 (five point five) % per annum in tenge, while the subsidy period is no more than 10 (ten) years without the right to prolongation;
to replenish working capital with a reduction in interest rates by 5.5 (five point five) % per annum in tenge, while the subsidy period is no more than 3 (three) years without the right to prolongation.
Loan agreements valid on the date of submission of the offer and concluded no earlier than 4 (four) are subject to subsidization years before submitting the offer.
Offers are submitted on the platform at Gosagro.kz according to the approved form at the place of registration of a legal entity and an individual with the attachment of a bank loan agreement with a repayment schedule.
The calculation of subsidies is calculated on January 1 of the year in which the proposal was submitted.
In the absence of funds in the budget, Proposals approved by the working body (service provider) are placed in reserve (waiting list).
