The state service "Subsidizing the increase in yield and quality of crop production" is provided by the state institution "Department of Agriculture and Land Relations of the Akmola region".
The purpose of the program:
1) increasing the economic accessibility of mineral fertilizers to the subjects of the agro-industrial complex. The purpose is to reduce the cost of the cost of purchasing mineral fertilizers, in order to increase crop yields and preserve soil fertility.
2) increasing the economic accessibility of pesticides to the subjects of the agro-industrial complex. The intended purpose is to increase the yield and quality of crop production.
3) Increasing crop yields by subsidizing the purchase of seeds.
Recipients of subsidies:
1) agricultural producers or agricultural cooperatives to reimburse the costs of purchased fertilizers (with the exception of organic ones).
2) agricultural producers or agricultural cooperatives to reimburse the costs of purchased pesticides, bioagents (entomophages) intended for treatment against harmful (weeds, wheat thrips, meadow moth, karadrina and coastal fly) and especially dangerous harmful organisms with numbers above the economic threshold of harmfulness (with the exception of herd and non-herd locusts, in relation to which measures processing is carried out at the expense of budgetary funds) and quarantine facilities (with the exception of quarantine facilities, in relation to which measures to localize and eliminate hotbeds of proliferation are carried out at the expense of budgetary funds).
3) Subsidies are intended for:
1) partial (70%) reimbursement of the costs of elite farms for actually purchased original seeds of zoned and promising varieties;
2) partial (70%) reimbursement of the costs of family farms, agricultural producers (agricultural cooperatives) for actually purchased elite seeds;
3) partial (50%) reimbursement of costs of agricultural producers (agricultural cooperatives) for actually purchased seeds of the first reproduction and (or) cotton seeds of the second reproduction;
4) partial (50%) reimbursement of costs of agricultural producers (agricultural cooperatives) for actually purchased seeds of first-generation hybrids;
5) partial (50%) reimbursement of costs of agricultural producers (agricultural cooperatives) for actually purchased elite seedlings.
Applications are accepted and the results of the provision of public services are provided through the e-government web portal www.egov.kz (hereinafter referred to as the portal). The form of public service provision: electronic (fully automated).
The agricultural producer submits to the portal, in the form of an electronic document certified with an electronic digital signature, an application for subsidies for purchased fertilizers, purchased pesticides, bioagents (entomophages) and purchased seeds at full cost or a transfer application for payment of subsidies due when purchasing fertilizers, pesticides, bioagents (entomophages) and seeds from a domestic fertilizer and pesticide manufacturer, bioagents at a reduced cost.
The State Institution "Department of Agriculture and Land Relations of the Akmola region", from the moment of registration of the application or transfer application, confirms its acceptance by signing an appropriate notification using an electronic digital signature. This notification becomes available in the Personal account of the agricultural producer.
Grounds for refusal to provide public services established by the legislation of the Republic of Kazakhstan:
1) establishing the unreliability of the documents submitted by the service recipient for receiving a public service, and (or) the data (information) contained therein;
2) inconsistency of the service recipient and (or) the submitted data and information necessary for the provision of public services established by these Rules.
