According to the current legislation of the Republic of Kazakhstan "On Grain", the activity of providing warehousing services with the issuance of grain receipts is carried out by licensed grain receiving enterprises.
At the same time, a grain receiving enterprise is recognized as a legal entity that has a grain storage facility (elevator, grain receiving point) on which grain is stored. Grain storage, in turn, is a technological complex of services, including acceptance, weighing, drying, cleaning, storage and shipment of grain.
Currently, there are 70 licensed grain receiving enterprises in the Akmola region, with a total storage capacity of 4.8 million tons. It should be noted that due to the proper implementation of measures for the acceptance, drying, cleaning and storage of grain by licensed grain-receiving enterprises of the region, the complete safety of grain is ensured annually, which has a positive impact on the increase in grain exports, which ultimately has a positive effect on the agricultural economy of the region.
According to the legislation, no person who does not have a corresponding license has the right to provide services for warehousing activities with the issuance of grain receipts as the main or additional activity, as well as to use the words "grain receiving enterprise", "granary", "grain receiving point", "elevator" in their name, documents, advertisements and advertisements or words derived from them, suggesting that it carries out activities for the provision of warehouse services with the issuance of grain receipts.
At the same time, licensed bread-receiving enterprises are a general-use warehouse. Grain storage contracts concluded by them are public contracts.
The State Institution "Department of Agriculture and Land Relations of Akmola region" is the licensor of the provision of warehousing services with the issuance of grain receipts, while the issuance of a license is a public service.
