One of the directions of activity in the sphere of social protection of the population is the provision of social assistance.
Social assistance is a measure of social protection provided to small-scale citizens and citizens who are in a working life situation with the aim of promoting it in excess.
Targeted social assistance (TSA) in accordance with the law of the Republic of Kazakhstan dated July 17, 2001 No. 246 "On state targeted social assistance" is provided by the state in monetary form to individuals (families) with a monthly average per capita income below the poverty line established in regions, cities of national significance, and the capital.
Social assistance to certain categories of citizens in need is provided in cash or in kind by local Executive bodies at a time and (or) periodically when a difficult life situation occurs due to a natural disaster or fire, there is a socially significant disease, as well as the average per capita income that does not exceed the threshold set by local representative bodies in a multiple of the subsistence minimum.
Housing assistance payment from the local budget provided to poor families (citizens) to compensate for the difference between the cost of maintaining a single dwelling or part thereof, owned or obtained from public housing, or rented by local Executive structure in private housing stock, and the maximum allowable level of expenses of poor families (citizens) for these purposes, the established local representative bodies, in the order determined by the Law of the Republic of Kazakhstan from April 16, 1997 № 94 "On housing relations".
As of December 1, 2023, 77,967 people were paid social benefits in the region for a total amount of 2,506,921.7 thousand tenge:
- TSA was assigned to 2284 families (10482 people) in the amount of 979 375.6 thousand tenge, paid to 2217 families (10165 people) in the amount of 877 440.5 thousand tenge, the average amount per 1 person is 8632 tenge;
- Reimbursement of the cost of home schooling for children with disabilities was assigned to 376 children with disabilities in the amount of 23530.1 thousand tenge, 369 children were paid in the amount of 20687.1 thousand tenge;
- Housing assistance was assigned to 456 families (968 people) in the amount of 23,850,6 thousand tenge, 451 families (957 people) were paid in the amount of 23,612.2 thousand tenge;
- Social assistance to certain categories of needy citizens was paid to 71677 people by decision of local representative bodies. in the amount of 1,459,667.6 thousand tenge.
Since the beginning of the year, 3,238 children aged 1 to 6 years inclusive from families receiving TSA have been covered by a monthly additional payment in the amount of 110,512.1 thousand tenge.
A monthly allowance in the amount of two subsistence minimums was paid to 15 children with HIV infection in the amount of 15002.2 thousand tenge.
TSA of the new format is assigned to citizens or families whose income is below 70% of the subsistence minimum in the form of unconditional or conditional monetary assistance.
Unconditional financial assistance is provided:
1) single and (or) low-income persons living alone with limited opportunities to participate in employment measures in connection with:
- reaching retirement age;
- disability group 1 or 2;
- the presence of a disease in which a period of temporary disability of more than 2 months can be established.
2) low-income families, all able-bodied family members of which are disabled persons of group 1 or 2 and (or) have diseases in which the term of temporary disability can be established for more than 2 months, and (or) take care of a child under the age of 7 years, a disabled child, a disabled person of group 1 or 2, the elderly.
Assigned for the current quarter and paid monthly.
The right to receive assistance is confirmed by quarterly submission of information:
- about the income received by family members
- about the composition of the family.
Conditional monetary assistance is provided to single and (or) low-income able-bodied persons living alone, as well as to low-income families with an able-bodied member (s), provided that he (they) participate in measures to promote employment and (or), if necessary, social adaptation. It is assigned for 6 months, with the possibility of extension up to 6 months.
A mandatory condition for the appointment is:
- conclusion of a social contract, which specifies the obligations of the parties to participate in active measures to promote employment and (or) in adaptation programs;
- participation of able-bodied members of low-income families in active measures to promote employment and in social adaptation programs.
Able-bodied members of a low-income family under the Program for the Development of Productive Employment and Mass Entrepreneurship can receive state support in the form of payment for training costs, subsidies of 35% of wages in social workplaces, payment for youth practice for graduates of educational institutions or in the form of micro-loans on preferential terms.
In case of failure of able-bodied members of a low-income family who have reached the age of 18 to fulfill their obligations under a social contract, a mechanism is provided for reducing the amount of benefits: in the first violation, the TSA for able — bodied family members is reduced by 50%, in the second case-by 100%. At the same time, the TSA will be maintained in full for mothers engaged in child care and minor children.
If your family's per capita income per month does not exceed the poverty line (23302 tenge), you are eligible for TSA. In accordance with the order of the Minister of labor and social protection of the population of the Republic of Kazakhstan dated 26.03.2020, an application for the appointment of TSA is made through the electronic appeals service on the e-government portal egov.kz.
If the family is the recipient of the TSA of the 1st quarter of this year , in order to avoid direct contact, the TSA for the new period is automatically extended without an application (2nd quarter of this year) and the amount of the TSA assignment will remain unchanged.
