Was born in 1964, the birthplace of the village of Zholymbet in the Shortandinsky district of Tselinograd region.

In 1985, he graduated from the Tselinograd construction technical school as a construction technician, and in 1999, he graduated from the Karaganda State Technical University as a mining engineer and economist.
