Key issues regarding UAPF
1) Who is entitled to receive scheduled pension benefits from the UAPF?
In accordance with the Social Code of the Republic of Kazakhstan, monthly pension benefits derived from mandatory pension contributions and/or mandatory occupational pension contributions (hereinafter referred to as MOPC) are made from the Unified Accumulative Pension Fund (UAPF) to individuals with pension savings in the UAPF who meet the following criteria:
They have reached the retirement age (63 years for men; 61 years for women—with the age for women increasing by 6 months annually, starting from 2028, until it reaches 63 years in 2031).
Pension benefits derived from voluntary pension contributions may begin before the standard retirement age—specifically, from the age of 50. Furthermore, such benefits are available to individuals with disabilities, regardless of the disability group or the duration for which the disability status has been assigned. In these cases, the payment schedule is determined by the contributor themselves.
2) How scheduled benefits are calculated?
Scheduled benefits are calculated as follows: for the first year of receiving benefits, the total amount of pension savings is multiplied by a payout rate of 6.5% and then divided by 12. In subsequent years, the monthly pension benefit amount is increased by an indexation rate of 5%. Furthermore, the monthly pension benefit from the UAPF (Unified Accumulative Pension Fund) must be at least 70% of the subsistence minimum (hereinafter referred to as the "SM") established for the relevant fiscal year by the Law on the Republican Budget.
For certain categories of beneficiaries—specifically, individuals with a Group 1 or 2 disability (assigned on an indefinite basis) and those who have worked in hazardous or dangerous occupations—the Methodology provides for adjustment coefficients that increase the monthly pension benefit amount, provided that their savings include at least 60 months of MOPC. If an individual meets more than one of these criteria, the adjustment coefficient with the highest value is applied.
When calculating and issuing pension benefits to individuals who have reached the age of 55 and for whom MOPC have been paid for a total of at least 84 months:
the requirement that the pension benefit must be at least 70% of the SM does not apply;
It should be noted that pension benefits from the UAPF are paid until the pension savings are exhausted.
If, as of the date of a payment from the UAPF, the total amount of pension savings does not exceed twelve times the minimum pension—as established by the law on the republican budget for the relevant fiscal year—the benefit is paid as a single lump sum.
3) Where and when should one apply for the payout of pension savings from the UAPF upon reaching retirement age?
To receive pension benefits from the Unified Accumulative Pension Fund based on mandatory pension contributions upon reaching retirement age, as well as to obtain the basic and PAYG pensions from the state budget, individuals must submit an application in a timely manner to the "Government for Citizens" State Corporation (Public Service Center — PSC) at their place of residence. This may be done up to 10 days before reaching retirement age. All types of age-based pension benefits commence from the date of application. The date of application is defined as the day the application and required documents are registered at the PSC, provided the individual has already reached retirement age; if the application is submitted earlier, the date of reaching retirement age is considered the date of application. Timely submission is particularly important for receiving state-funded pension benefits, which require a verification of the individual's employment history based on the documents provided. State-funded pension benefits are made for life, while benefits from the UAPF continue until the individual's pension savings are exhausted.
Please note that individuals who have reached the age of fifty or who have a disability may apply to the UAPF to receive benefits derived from voluntary pension contributions (VPCs). Such applications can be submitted via the user's personal account on the UAPF website, through the UAPF mobile app, or in person at a UAPF office.
4) In what cases are pension benefits funded by voluntary pension contributions granted automatically?
In accordance with amendments to the Social Code of the Republic of Kazakhstan—which provide for the disbursement of pension benefits funded by Voluntary Pension Contributions (VPC) according to the procedures and terms defined in the VPC-based pension provision agreement and the pension rules of UAPF—a proactive (application-free) procedure for VPC-based pension benefits will be introduced starting in March 2026. This applies to individuals who have reached retirement age and hold VPC-based pension savings in the UAPF, but who have not previously applied to the UAPF for such benefits (e.g., upon reaching the age of 50 or due to a disability).
The proactive procedure for VPC-based pension benefits (where applicable) entails:
The automatic authorization of VPC-based pension benefits by the UAPF when an individual submits an application to the State Corporation—following established procedures—to receive a state-funded pension and/or MPC- or MOPC-based benefits upon reaching retirement age.
5) Where should one apply to receive a payout of pension savings in the event of being granted a permanent disability status (Group 1 or 2)?
To claim a pension benefit due to being granted a permanent disability status (Group I or II), you must contact a UAPF branch, or use your personal account on the UAPF website (enpf.kz) or the UAPF mobile app, authenticated with an electronic digital signature.
Please note that the UAPF offers on-site service for individuals with a permanent Group I or II disability. This process includes an initial consultation to determine whether the required services can be provided remotely, without the need for an in-person visit.
6) Where can I find the list of documents required to apply for pension benefits from the UAPF?
The website enpf.kz, under the "Services – Pension Benefits" section, provides a list of required documents—varying based on the type of pension benefit and the submission method—along with formatting requirements, application forms, sample completed forms, and a template for a power of attorney. Additionally, the "Online Services" section offers a tool for the preliminary review of documents intended for UAPF pension benefits (the service is titled "Preliminary Review of Pension Benefit Documents": https://www.enpf.kz/ru/elektronnye-servisy/checkdoc.php).
Seven years have passed since the launch of the updated eGov Mobile app. Over that time, it has evolved from a mobile gateway to selected public services into a comprehensive digital platform bringing together public services, digital tools and intelligent solutions for millions of people across Kazakhstan.
The first version of the mobile e-Government app was launched in 2012 under the name mGov. It introduced the first electronic public services, including residence and pension certificates, certificates confirming property ownership and any encumbrances, as well as payment services for fines, taxes and government fees.
By 2019, mGov was offering the public around 70 services and tools. That same year, the app received a refreshed design and a new name: eGov Mobile. A key milestone in its development was the introduction of biometric identification in 2020, which reduced barriers to accessing public services, including during the pandemic.
Digital Documents has become one of eGov Mobile’s most popular services, allowing people to use digital versions of their documents without having to carry physical copies at all times. Since its launch, digital documents have been used more than 600 million times. The service was later integrated into popular banking apps for added convenience.
Another major development for eGov Mobile was the capability to obtain a digital signature (DS) and sign documents using a QR code. Users have signed documents this way around 80 million times to date, and the figure continues to grow.
The eGov Mobile continues to develop as a single digital platform bringing together public services and digital tools. The app is available on the App Store, Google Play and HUAWEI AppGallery and supports iOS and Android devices. Its combined user base across iOS and Android exceeds 13.2 million.
“Today, eGov Mobile is more than an app for accessing public services. It is one of the main channels through which citizens engage with digital government. The app offers more than 1 100 public services and tools. It has around 7.6 million monthly active users, while more than 874 000 people use it every day. Around 60% of online public services are now delivered through mobile devices. This shows that mobile has become the primary way for citizens to interact with e-government”, said Shynggys Orazalimov, Acting Chairman of the Board, National Information Technologies JSC.
The development of mobile e-government also led to the creation of a dedicated solution for entrepreneurs. In July 2024, a new component of mobile e-government was launched, which is the eGov Business application. Its development has enabled small and medium-sized businesses to access public services and digital tools from their smartphones. The eGov Business users can register the head of a legal entity, apply for an DS, sign documents using a QR code and access other popular services.
The next stage in eGov Mobile’s development involves the introduction of artificial intelligence. The app now includes eGov GPT, an intelligent assistant that lets users describe what they need in their own words and helps them find and access public services. This changes the familiar approach to interacting with e-government: users simply describe their situation or need to receive the relevant information and assistance. More than 50 public services are currently available through eGov GPT, and it has already been used more than 150 000 times.
In 2026, eGov GPT gained international recognition by winning the GovTech Project of the Year category at the AI & Digital Bridge Awards 2026. The award was presented at the AI & Digital Bridge 2026 international technology forum in Astana. The award recognized the project’s use of artificial intelligence to advance digital public services.
Further services and technological solutions are on the horizon. The team at National Information Technologies JSC continues to develop eGov Mobile to make public services even more accessible, easy to understand and convenient for everyone in Kazakhstan.
Users of the eGov.kz portal and the eGov Mobile application can now obtain an online certificate confirming their crossing of the State Border of the Republic of Kazakhstan for a selected period. The document is generated electronically and is available for download from the user’s personal account.
The certificate contains information on border crossings, including the date and time, route, direction of travel, flight and vehicle number, country of entry or exit, and border checkpoint, where such information is available in the relevant information system.
To obtain the certificate via the eGov.kz portal, users need to:
Once the request has been processed, the electronic certificate will be available in the “My Profile - Personal Account” section of the eGov.kz portal in Kazakh and Russian. If no State Border crossings are recorded for the specified period, this will be indicated in the certificate. A request may be submitted for any period from January 1, 2017 to the current date, provided that the selected period does not exceed three months. The service is provided within 15 minutes.
To obtain the certificate through eGov Mobile, users need to follow similar steps: on the Homepage, select the service “Issuance of a Certificate of crossing the State Border of the Republic of Kazakhstan”.
The service is available free-of-charge to citizens of the Republic of Kazakhstan who have an Individual Identification Number (IIN). For foreign nationals, a certificate confirming crossing of the State Border of the Republic of Kazakhstan is available through the QazETA portal.
The certificate may be requested for the applicant, a minor child, or, in cases provided for by law, an adult who is legally incapacitated or has limited legal capacity, provided that the applicant is their legal representative. When a certificate is requested for a child, the child’s details are retrieved automatically from the information systems of the civil registration authorities.
When requesting a certificate for an adult who is legally incapacitated or has limited legal capacity, or for an incapacitated child under guardianship, the user can select the relevant person from a list generated on the basis of data contained in the information systems of the Ministry of Education of the Republic of Kazakhstan and the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan.
The certificate may also be required by individuals who have personally brought a smartphone or tablet into Kazakhstan from abroad and need to register its IMEI code for personal use on the networks of Kazakhstan’s telecommunications operators.
The service simplifies the process of obtaining official confirmation of State Border crossings. The certificate is generated automatically using data from government information systems, signed with an electronic digital signature, and has legal validity, making the process fast, convenient and transparent for citizens.
The service was developed through the joint efforts of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, National Information Technologies JSC, and the National Security Committee of the Republic of Kazakhstan.
A new service has been launched on the eGov mobile app and Gov.kz website that allows citizens to find out the number and address of their polling station in advance for the upcoming Kurultai elections on August 23, 2026.
The new service was created for the convenience of users and to raise awareness of citizens about the voting process. All the necessary information is now available in one section of the eGov Mobile app.
To use the service in the eGov mobile application, the user needs to:
"In preparation for the upcoming elections, we are launching a new service at the eGov Mobile app. For the first time, all information about the Kurultai elections is gathered together in a dedicated section of the app, meaning citizens no longer need to search for it in different sources. Its main task is to make it more convenient for citizens to participate in elections and to make the electoral process itself more open and transparent. Information resources are also available at www.gov.kz/sailau , www.sailau.gov.kz and www.sailau2026.gov.kz . Citizens will be able to check their polling station using the IIN on these websites", said Rostislav Konyashkin, First Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
The eGov Mobile service gives users all the information they need to take part in voting. In particular:
The launch of the new service aims to increase transparency in the electoral process, improve citizens' access to important information, and provide convenient digital tools for participating in elections.

Starting July 12, 2026, the public service for issuing state land title certificates is no longer be available at Public Service Centers (PSCs). Applications for obtaining a state land title certificate can now be submitted exclusively through the eGov.kz portal. The changes come into force in accordance with the Order of the Ministry of Agriculture of the Republic of Kazakhstan.
To obtain the service, users must sign in to the eGov.kz portal, select the service for the issuance of a state land title certificate, complete the required information, and sign the application using one of the available electronic authentication methods. Once the application has been processed, the result will be available in the personal account.
Detailed information on the procedure for obtaining the service is available in the service datasheet published on the eGov.kz portal.
"Previously, citizens were required to visit a Public Service Centre in person to obtain a state land title certificate. Today, this requirement has virtually disappeared, as 96% of applications are already submitted online. As of 12 July, the entire process has been fully digitized. Applicants now simply need to submit an application through the eGov.kz portal, sign it using their digital signature (DS), and receive the completed document in their personal account. The same approach is being used to digitize the TOP-10 public services. Even now, this initiative is delivering tangible results: the workload of PSC operators has been reduced by 30%, enabling hundreds of thousands of citizens to receive public services more quickly and without the need to visit PSCs or wait in queues”, told Rostislav Konyashkin, First Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
To date, the number of public services have already been automated and made available online, including the issuance of technical passports and duplicate cadastral passports for real estate, issuance of digital signatures (DS), residence registration, issuance of driving licenses, as well as the issuance and extension of work permits for foreign labour immigrants, etc.
At the same time, if a citizen does not have the necessary conditions to obtain the service online, they may use the self-service zones at PSCs and independently apply for the public service.
The transition to an exclusively online service format has been implemented through the joint efforts of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, the Ministry of Agriculture of the Republic of Kazakhstan, National Information Technologies JSC and "Government for Citizens" State Corporation.
On June 26, 2026, UAPF JSC held its latest Open Day, entitled "Digital Services of UAPF JSC. Protecting Personal Data from Fraudsters and Fake Intermediaries When Obtaining Fund Services."
UAPF JSC provides a wide range of digital services and is constantly improving them to meet the needs of depositors and recipients. Online services allow citizens to quickly obtain the necessary information about their pension savings and make more informed decisions when planning their financial future. The 24/7 availability of services through the website and mobile app makes interaction with the Fund as convenient as possible and helps increase citizen interest in pension matters.
The Fund's key digital tools include:
A personal account on the official UAPF website and the UAPF mobile app, providing full access to the Fund's electronic services;
Meeting participants were provided with detailed information about UAPF's digital services, including the official website, mobile app, Telegram bot, and the Fund's information resources aimed at improving financial literacy. They were also provided with feedback options via the Call Center, website, messengers, social media, and other communication channels.
Today, UAPF's digital ecosystem is the primary channel for interaction with contributors and beneficiaries. Through their personal account on the website and mobile app, users can receive statements from individual pension savings accounts, make changes to account details, obtain account confirmations, apply for certain types of pension benefits, track application status, transfer a portion of their pension savings to an investment portfolio manager (IPM), and use the Pension Calculator and Personal Pension Plan services.
It was noted that demand for electronic services continues to grow. In the first four months of 2026, 21.1 million of the 21.5 million services provided by UAPF were provided electronically and automatically. Thus, remote services accounted for 98.8% of the total.
A separate section of the event was devoted to information security and fraud prevention. UAPF specialists discussed the most common fraudulent schemes faced by citizens, including cases in which fraudsters pose as employees of government organizations, medical institutions, or the Fund and, under various pretexts, attempt to obtain SMS confirmation codes and access personal data.
Participants were reminded that UAPF provides services free of charge and without intermediaries. Fund employees do not request SMS codes, passwords, bank card details, or other confidential information by phone, email, or messaging apps.
During the meeting, practical recommendations for protecting personal data and financial security were provided. Experts urged citizens not to disclose verification codes or personal information to strangers, to verify information only through official communication channels, and to immediately contact law enforcement agencies if they suspect fraud.
Following the event, participants received answers to their questions and individual consultations on pension issues and the use of UAPF digital services.
A new electronic licensing service for children’s educational and wellness centers has been launched in Kazakhstan. Organizations can now apply for a licence entirely online through the elicense.kz portal, eliminating the need to visit government agencies in person.
The digital format significantly facilitates the licensing process by reducing the time and administrative burden associated with obtaining permits, while also enhancing transparency.
It should be noted that, beginning in 2026, the Ministry of Education introduced mandatory licensing for the activities of children’s educational and wellness centres. In this connection, the terminology used in legislation has been revised: the term “children’s health camp” has been replaced with “children’s educational and wellness centre”. This change reflects the expanded role of such institutions, which now provide not only recreational and wellness services but also educational programmes.
To apply for the online service, users need to:
A license is issued for a period of five years, and applications are reviewed within 30 working days.
The new requirements apply to both year-round and seasonal centres and cover both public and private organizations providing educational and wellness services to minors.
Licensing requirements include the availability of medical services, safety systems, approved educational and wellness programmes, compliance with sanitary regulations, appropriate living conditions for children, and the necessary infrastructure.
The new service was implemented by the Ministry of Education of the Republic of Kazakhstan in cooperation with the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan and National Information Technologies JSC.
A new service, QazaqGaz Aimaq, has been launched in the eGov Mobile app, allowing users to independently submit gas meter readings online. The service eliminates the need to wait for a controller’s visit or fill-in paper forms. In addition, artificial intelligence helps verify the accuracy of the submitted readings.
Previously, gas meter readings could be submitted online only through the QazaqGaz Aimaq app. This feature is now also available in eGov Mobile, without the need to install any additional applications. The new service helps save time and ensures more accurate gas billing based on actual consumption.
A key feature of the service is the automatic verification of readings using artificial intelligence. The system compares a photo of the meter with the data entered by the user and detects possible discrepancies before submission. This helps prevent typos and manual input errors, protecting users from incorrect charges and reducing the need for additional checks by a controller.
To get the service, the user needs to:
The service can also be accessed via a thematic banner on the app’s homepage.
Readings are accepted from the 25th to the 5th day of each month. Online submission reduces the likelihood of errors during manual entry, makes gas consumption records more accurate, and ensures the secure transfer of data through the government digital platform.
The service was launched thanks to the cooperation of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, National Information Technologies JSC, Ministry of Energy of the Republic of Kazakhstan and QazaqGaz Aimaq JSC.
