In the field of housing and communal services, the following work is carried out: carrying out state policy in the field of housing and communal utilities, passenger transport and highways in the city, ensuring the necessary level of improvement, sanitary condition, landscaping and carrying out a set of measures to create and maintain a favorable environment in the city; development of housing and communal utilities, passenger transport and highways; contributing to improving the level of public services provided; organization of works on construction, reconstruction, repair and maintenance of highways of improvement facilities and control over their execution, conclusion of contracts for hiring and privatization of housing from the state housing stock, if necessary, taking measures to recognize the employer and his family members as having lost the right to use housing from the state housing stock in accordance with the procedure established by the legislation of the Republic of Kazakhstan, ensuring accounting, preservation and distribution of housing from the state housing stock; preparation of proposals and draft decisions of the Akimat of the city on the provision of housing to certain categories of citizens in accordance with the legislation of the Republic of Kazakhstan; organization of demolition of dilapidated and dilapidated housing; participation in the work of state commissions for the commissioning of housing and communal facilities and landscaping, highways; organization of passenger transportation in accordance with the legislation of the Republic of Kazakhstan in the field of transport.
In accordance with paragraph 1 of article 67 of the law of the Republic of Kazakhstan "on housing relations" of April 16, 1997 (hereinafter referred to as the Law), housing from the communal housing stock is provided for use by citizens of the Republic of Kazakhstan who permanently reside in this locality and are registered as Needing housing.
Persons with disabilities and participants of the great Patriotic war, as well as orphans and children left without parental care, have the primary right to receive housing from the state housing Fund or housing rented by the local Executive body in a private housing Fund. Based on the above, taking into account the current housing legislation, You will be provided with housing from the state housing Fund in the order of priority established by the lists.
Due to the lack of legal grounds, it is not possible to provide housing in violation of the order of priority.
At the same time, you have the right to apply to the local Executive body to consider the issue of providing temporary housing.
To be put on the waiting list for housing from the communal housing Fund, You need to submit an application through the e-government web portal www.egov.kz by attaching the necessary documents confirming one of the categories.
Housing from the communal housing stock or housing rented by a local Executive body in a private housing stock is provided for use by citizens of the Republic of Kazakhstan in need of housing who permanently reside in this locality and are related to:
disabled people and participants of the great Patriotic war;
1-1) orphans, children left without parental care;
1-2) mothers with many children who were awarded the "Altyn Alka", "Kumis Alka" pendants or who previously received the title "Mother-heroine", as well as those awarded the "mother's glory" orders of I and II degrees, large families;
2) socially vulnerable segments of the population;
3)civil servants, employees of budgetary organizations, military personnel, candidates for cosmonauts, cosmonauts, employees of special state bodies and persons holding state elected positions;
4) citizens of the Republic of Kazakhstan whose only dwelling is recognized as an emergency in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
According to article 69 of The law of the Republic of Kazakhstan "on housing relations", citizens of the Republic of Kazakhstan who do not have permanent use of housing From the communal housing stock in this locality are recognized as needing housing from the state housing stock, if:
1) they do not have a home on the right of ownership in the territory of the Republic of Kazakhstan when registering and at the time of providing housing from the communal housing stock or the housing stock of a state enterprise;
2) they do not have a home on the right of ownership in this locality when registering and at the time of providing housing from the housing stock of a state institution;
3) excluded By the law of the Republic of Kazakhstan dated 29.12.2014 No. 270-V (effective after ten calendar days after the date of its first official publication);
4) the dwelling in which they live does not meet the established sanitary-epidemiological and technical requirements;
5) two or more families live in adjacent, uninsulated residential premises;
6) the family includes patients suffering from severe forms of certain chronic diseases (according to the list of diseases approved by The government of the Republic of Kazakhstan), in which cohabitation with them in the same room (apartment) becomes impossible.
