Seminar-meeting on the issues of conformity of financial statements, consolidated financial statements of ABP, local budget
The Finance Department together with the Audit Commission of the region held a seminar-meeting on the results of the state audit of the consolidated financial statements of the local budget.
This event was attended by representatives of the Audit Commission, the Finance Department, deputy departments, chief accountants responsible for accounting and the formation of financial statements of the ABP.
The event was opened by Deputy Akim of the region Ramazanov Eldos Maratovich, followed by the head of the Finance Department Bultenov Talgat Serikovich on the regulatory framework for the collection of budget and financial statements, member of the Audit Commission Nurmaganbetov Dulat Magzumovich with a speech on the main aspects of the CFR for 2021.
As well as the chief inspector-state auditor Mahasheva Arsat Kydyrbayevna on the revealed violations following the results of the audit and the head of the accounting and reporting department for the execution of local budgets, N.S. Rybalko, on the requirements for the preparation of budget and financial statements.
The participants of the seminar-meeting received a number of practical recommendations and exchanged experience on the preparation of annual consolidated financial statements on budget execution.

The results of the budget execution of the Akmola region for the 1st quarter of this year are characterized by the following indicators.
During the reporting period, the regional budget received 86,158.2 million tenge, which is 13,532.7 million more than the same period last year.
The subvention (35 891.3 million), targeted transfers from the republican budget (18 940.2 million tenge) in the total amount of 54 831.5 million tenge were received in full.
Taxes and payments were credited to 30,640.8 million tenge, which is more than last year by 7,240.1 million tenge or 24% (fact I-quarter of 2021 – 23,400.7 million tenge).
The budgets of districts and cities received 16,590.3 million tenge of their own revenues, which is more than the plan and the level of last year by 4.5 and 3.9 billion tenge, respectively. In general, all regions of the region coped with the plan.
The pace of development in the region is at the level of last year, in total, 79,519.1 million tenge was mastered, which amounted to 99.8% of the planned.
As a result, our region is on the 3rd place among the regions of the republic (on 1.04.21 - 7th place). In general, 140.5 million tenge has not been disbursed (1.04.21 -154.2 million tenge).
According to the regional budget, expenditures were disbursed by 99.9% of the plan, which is 0.1 percentage point higher than last year (99.8%, 105.1 million tenge was not disbursed).
Out of 25 administrators, 14 regional administrations achieved a 100 percent result.
In general, the regional administrators have not mastered 64.2 million tenge, most of it falls on the Department of Education – 48.0 million tenge.
The main reasons for non-development are incomplete competitive procedures and money savings for the period.
Execution by region amounted to 31,154.4 million tenge with a percentage of 99.8% of the plan, at the level of the same period last year, the amount of non-development amounted to 76.3 million tenge.
14 regions achieved high indicators (100-99.9%) with almost complete development.
At the same time, the largest amounts of undevelopment remained in the Tselinograd district - 26.6 million tenge for the construction of apartment buildings in the village of Akmol and winter maintenance of roads in the village.Talapker and Egindykolsky - 24 million tenge - for the overhaul of the site of waterworks in the village of Egindykol
The reasons are the same: incomplete competitive procedures, non-fulfillment of contractual obligations!
Program administrators should complete the work on making commitments as soon as possible and start disbursing the planned funds, work out with branch ministries on the redistribution of funds between projects for unclaimed targeted transfers, increase responsibility for settlement and payment discipline, while ensuring effective disbursement of budget funds.
