Admission to the civil service is an expression of special trust on the part of society and the state and places high demands on the moral and ethical image of civil servants. The society expects that they will invest all their strength, knowledge and experience in professional activities, impartially and honestly serve their homeland — Kazakhstan.
The variety of types of professional activities, where the object of labor is directly a person, required the development of ethical standards. Ethics of a civil servant is one of the types of professional ethics, the origins of which date back to the time of the formation of the state. The social and legal status of this type of ethics is determined by special relations and obligations with the state and its citizens.
As part of the implementation of the 12th step on the formation of a professional state apparatus, designated by the national Plan "100 concrete steps", the Code of ethics of civil servants and the Regulation on the ethics Commissioner were developed and approved
The code of ethics of civil servants of the Republic of Kazakhstan establishes the basic requirements for the moral and ethical appearance of civil servants, as well as the basic standards of their behavior. The code is aimed at strengthening public confidence in state bodies, creating a high culture of relationships in the civil service and preventing cases of unethical behavior of public servants.
A democratic society must ensure that the actions and conduct of public servants are impeccable. Developed countries have recognized the issues of ethics and the code of conduct for public servants as an area of particular importance.
Ethics of a civil servant is a system of norms of behavior, the order of actions and rules, relationships and principles in public service relations, which are a set of the most conscious and concretized, belonging to a given society, and are the norms of universal morality.
At the same time, the code of Ethics that civil servants should follow is not just based on generally accepted morality, but also specifies its requirements in accordance with the specifics of their official activities, duties and powers that are assigned to them. This is the essence of public employee ethics.
