About corruption prevention measures

One of the main directions of state policy for Kazakhstan is to overcome corruption, the priority of which is clearly indicated by the President of the Republic of Kazakhstan. Corruption in all its manifestations affects all spheres of society: economy, politics, social sphere, and the negative consequences generated by this phenomenon not only hinder the progressive development of society, but also pose a serious threat to the future development of the country.

The head of state in his Address to the people of Kazakhstan "New opportunities for development in the fourth industrial revolution" as one of the ten priorities of the state called a resolute and merciless fight against corruption, the main principles of which are to ensure the protection of the rights and freedoms of citizens, further improvement of legal acts regulating the activities of state bodies and their subordinate structures, as well as the system for detecting and combating corruption, interaction with civil society structures.

All state bodies, organizations, quasi-public sector entities and officials are required to combat corruption within their competence, which is legally stipulated by the Law of the Republic of Kazakhstan "on combating corruption".

Anti-corruption monitoring is carried out on an ongoing basis, which allows us to systematically analyze the effectiveness of anti-corruption policies and the state of law enforcement practice in the field of budget execution.

The official Internet resource of the Department of Finance regularly publishes reports on the implementation of the regional budget, materials on the results of budget execution. In addition, the site has a special section on the activities of the anti-corruption Department.

An anti-corruption standard has been developed and approved to ensure strict compliance with the established rules and prevent corruption. The anti-corruption standard is based on direct actions to perform official duties in terms of preventing corruption.

In order to monitor the activities of civil servants and prevent abuse of official authority, compliance with the code of Ethics, the Department has a book of ethics control of civil servants, as well as a helpline: 25-30-42, a box for applications and appeals of citizens to illegal actions of officials.

In order to improve coordination of activities and increase legal literacy and intolerance to corruption, as well as to implement the anti-Corruption strategy of the Republic of Kazakhstan for 2015-2025, the Department conducts hardware classes that address issues related to creating a positive image of a civil servant, monitor and discuss changes in legislation, including on civil service, administrative offenses, in the areas of budget legislation and public procurement.

Today, one of the key mechanisms for combating corruption, which implements the principle of publicity, transparency and openness of the activities of state bodies, is the prevention of conflicts of interest in the public service. The Department is constantly working to identify, prevent and resolve conflicts of interest that have not been identified in recent years, the facts of joint work of close relatives who are directly subordinate, and the employment of civil servants in other paid activities have not been established.

The legislation establishes a number of requirements that any citizen entering the civil service must meet, as well as restrictions under which entry into the civil service is not allowed. In this regard, the Department pays special attention to the observance of restrictions related to the stay in public service. When hiring, according to the legislation on public service, a written consent to accept restrictions is taken and explanations are given about the legal consequences in cases of violation of the restrictions assumed.

Consideration of appeals of individuals and legal entities is carried out in accordance with the Constitution of the Republic of Kazakhstan, the Laws of the Republic of Kazakhstan "on administrative procedures", "on the procedure for consideration of appeals of individuals and legal entities". At the same time, appeals are monitored and strict control is exercised over the quality and timely consideration of appeals from individuals and legal entities. The responsible persons for the organization of work with appeals of individuals and legal entities have been identified. All requests received by the Department during the current year were reviewed in a timely manner, within the deadlines established by law. There were no complaints about violations of anti-corruption legislation and official ethics by the Department's civil servants.
