Local budget execution

Functions:

1) organization of budget execution and participation in the coordination of the activities of budget program administrators for the execution of the local budget;

2) maintaining budget records for the execution of the local budget;

3) management of budget money, including determination of the volume and implementation of procedures for placing temporarily free budget money in deposits in the National Bank of the Republic of Kazakhstan;

4) preparation and presentation of budget statements in accordance with articles 124, 125 of the Budget code of the Republic of Kazakhstan, preparation and presentation of consolidated financial statements in accordance with articles 118, 120 of the Budget code of the Republic of Kazakhstan;

5) ensuring the activities and maintenance of the state institution " Department of Finance of Akmola region»;

6) drawing up and approving the consolidated plan of receipts and financing for payments, the consolidated plan of financing for obligations, and making changes to them;

7) approval of consolidated plans for receipts and expenditures of money from the sale of goods (works, services) remaining at their disposal by state institutions, issuance of permits for opening cash control accounts;

8) implementation of budget monitoring on receipts and implementation of targeted current transfers, targeted transfers for development and loans allocated from the Republican budget;

9) formation of an analytical report on the execution of the expenditure part of the regional budget and the regional budget;

10) servicing, monitoring and accounting of budget loans;

11) consideration of applications and issuance of conclusions on allocation of funds from the reserve of the local Executive body for urgent expenses, to cover the cash deficit of the regional budgets and providing information to the regional akimat on the use of money and its balance;

12) ensuring the collection and preparation of summary information for evaluating the effectiveness of the local Executive body of the region in achieving the goals and indicators of budget programs;

13) analysis of the achievement of indicators of the results of local budget programs based on the results of the execution of the regional budget in accordance with article 129 of the Budget Code Republic Of Kazakhstan;

14) suspension of operations on budget programs for which a decision was made to reduce budget funds on the basis of proposals of the relevant budget Commission on amendments and additions to the law on the Republican budget or the decision of the maslikhat on the local budget;

15) ensuring the return from the regional budget and (or) offset of excessively (mistakenly) paid amounts of receipts to the regional budget according to the codes of classification of receipts to the budget administered By the Department of Finance of the Akmola region;

16) participation in the organization of work on sequestration in accordance with the Budget code of the Republic of Kazakhstan;

17) organization of the borrowing process for the issue, placement, circulation, servicing and repayment of state securities of the local Executive body of the region for financing housing construction within the framework of state and government programs;

18) implementation of the state policy in the field of public-private partnership within its competence in accordance with the current legislation.
