State regulation of archival business development
The activities of the archival institutions of the region in the reporting period were aimed at fulfilling the indicators of the plan of main activities, instructions of the Ministry of Culture and Sports of the Republic of Kazakhstan on the main issues of the development of the industry.
By the decree of the Akimat of Akmola region dated November 29, 2021 No. A-11/613 "On the establishment of a state institution" from January 1, 2022, the "Department of Digitalization and Archives of Akmola region" was established.
In February, the Department of Digitalization and Archives held an online fair on the provision of public services "Issuance of archival certificates, copies of archival documents or archival extracts", 9 (nine) meetings with directors of state archives in ZOOM mode on current issues, issues of public services, digitalization.
The Department has prepared a Calendar of memorable and significant dates of the Akmola region for 2022-2026, the Regional State Archive has prepared Methodological recommendations on scientific and technical processing of documents of personal origin.
The strengthening of the material base of state archives has continued. In the regional state archive, the offices of the 2nd floor of the building were repaired, in the state archive of the city of Atbasar, the corridor of the state archive building was repaired, showcases for excursions and exhibitions were purchased, a projector for conducting training seminars with sources of acquisition. The State Archive of the Shortandinsky district purchased and installed metal racks.
Paid services are not carried out due to the fact that the state archives subordinate to the Department of digitalization and archives of the Akmola region are still not included in the "List of goods (works, services) of state institutions maintained at the expense of the republican or local budget, the money from the sale of which remains at their disposal."
Visits to the state archives of Atbasar, Astrakhan, Atbasar, Bulandyn, Zerendinsky and Zhaksyn districts were carried out to conduct comprehensive inspections and control measures in the field of public services.
Ensuring the safety and state registration of documents of the National Archival Fund of the Republic of Kazakhstan
The volume of documents stored in the state archives of the Akmola region as of October 1, 2022, is 1523052 storage units.
As of October 01, 2022, the physical condition of 5327 storage units has been improved, 2564 of them have been restored, with a total volume of 29602 sheets. Restored fading texts on 348 sheets. The presence and physical condition of 49308 paper-based cases, 600 photo documents were checked. 76546 cases have been documented.
The sets of accounting documents of 156 funds were verified, title pages, historical references were resubmitted, cards and sheets of funds were reissued.
During the reporting period, 19 meetings of the EPC of the department were held, where the inventories of cases of management documentation, personal origin, photo documents, personnel, nomenclature of cases were considered.
The indicators of the case inventories approved by the EPMC amounted to 25,390 storage units, of which permanent storage - 14,873 storage units, by personnel – 10049, photo documents — 183 units of hr. (219 units of uch.), personal origin - 272 units of hr. (716 units of uch.), video documents - 13.
For 9 months of 2022, 18312 storage units were received for state storage, of which 11267 storage units of management documentation; personnel – 6490; personal origin - 273, photo documents – 269, video - 13.
Documents of personal origin were accepted: M.K. Dzhumabekov - entrepreneur, public figure; T.S. Kazhybai - journalist, writer, Honored Worker of Culture of the Kazakh SSR; B.S. Kozhaev - honorary sports worker of the Republic of Kazakhstan; P. Lebedev - coach of international class; Z.K. Zhumatova - honorary worker of Education of the Republic of Kazakhstan; I.D. Suleimenov - champion of the Asian Games 2014, Honorary citizen of the Egindykol district.
Specialists of the department and employees of the state archives of the region gave 1531 consultations on documentation and documentation management to representatives of various institutions and organizations of regional, city, district and rural significance.
Work is also being carried out on completing a package of regulatory and methodological documents in the source institutions of acquisition. Executive orders were issued on the establishment of permanent expert commissions in organizations, regulations on departmental archives and expert commissions were approved (161 and 161, respectively).
Employees of the state archives have developed 54 nomenclatures of cases, improved and approved 242 nomenclatures of cases.
The State Archives organized and conducted 119 seminars and meetings for organizations — sources of acquisition on the issues of record keeping, the formation of files and their preservation at the stage of departmental storage, the compilation of case nomenclatures.
Every month, in order to inform the population of the region, all state archives of the region hold seminars on the provision of public services "Issuance of archival certificates, copies of archival documents or archival extracts", the "Archive advises" campaign, 125 seminars were held during the reporting period.
Scientific information and the use of documents.
During the reporting period, the inventory of permanent storage cases was improved by 425 units, personnel cases - 448, the inventory of permanent storage cases - 523 units, personnel documents — 281.
Cataloging of 949 units of hr. management documentation was carried out, 1469 cards were inserted into the systematic catalog.
Work continues to improve the informatization of archival funds. The database of contracts of sale, barter, donation for the fund "Kokshetau city state notary office" included 3000 contracts – 51 units of XP.
The Department of Information Technologies of the regional State Archive scanned 5787 units of xp. – 310467 sheets, the state archive of the city of Kokshetau — 2750 units of xp. - 275890 sheets. All state archives of the region have digitized 17914 units, 1266220 sheets.
900 surnames were entered into the automated database "Veteran of Labor" by the regional state archive.
Work continues on the creation of a nominal catalog of nomenclature workers of the Tselinograd Regional Party Committee, 900 cards have been opened.
1576 names of funds, 41 funds, 239 inventories, 15869 cases, 647418 sheets were entered into the EEAD IS database.
Performing a cultural and educational function, state archives promote archival documents in the media, organize exhibitions, lessons.
In the reporting period, 184 articles were published in the mass media on the documents of the state archives, 100 articles on the provision of the state service "Issuance of archival certificates, copies of archival documents or archival extracts".

The Regional State Archive in the newspaper "Kokshetau today" maintains two headings: "Heroes of Socialist Labor" - 83 articles, "Streets are named after them" - 18 articles.
The TV channel "Kazakhstan-Kokshetau" has released 9 stories: "Kosh keldin, az Nauryz" about the events for Nauryz-Meirama, an up-to-date program on improving the quality of public service provision "Issuance of archival certificates, copies of archival documents or archival extracts" and their full transition to electronic format, on the work of the control department for departmental archives, in the program "Zhanalyktar" shows a story about the work of the organizational and information department, about the work of the reading room of the Regional State Archive and an interview with the researcher of the doctoral student of the University of Hamburg from Germany Helena Heinz on the topic "Migration of Germans and other national minorities from the countryside to the city in 1953 - 1982".
112 excursions (1184 people) were held at the permanent exhibition "Akmola region in archival documents".

On the websites of state archives, the headings "Electronic exhibitions" are open, where exhibitions of photo documents and videos about the provision of public services through the portal "electronic government" are posted, which allows site visitors to familiarize themselves with the work of the archive online.
The Regional State Archive together with the Kokshetau University named after Sh.Ualikhanov held 2 scientific seminars on the topic: "Kazakhstan: Peoples and Destinies", "Famine and repression in Kazakhstan: new sources and interpretations".
Within the framework of the republican project "Zhane Bolashak Urpak Archive", all state archives held photo-documentary exhibitions, Open days, excursions, lectures, coverage amounted to 524 people.
In order to expand students' knowledge about the history of the region and outstanding personalities of the region, 5 events were held with members of the Young Researcher club: an intellectual game "What? Where? When?", "Informative conversation", scientific seminars "Kazakhstan: peoples and destinies", "Hunger and repression in Kazakhstan: new sources and interpretations".
The Regional State Archive held lectures dedicated to the 100th anniversary of Hero of the Soviet Union F.F.Glinin for cadets of the Academy of Civil Protection, to the 140th anniversary of Sabyr Sharipov, to the 110th anniversary of Hero of Socialist Labor Musipov Kazhym, history lessons "Ulttyn uly ustazy - Akhmet Baitursynov", dedicated to the 105th anniversary of the February bourgeois Revolution, Gratitude Day.
The State Archive of the city of Kokshetau held memory lessons on the topic "Victims of the bitter time", "Participants of the Great Patriotic War - Kokshetau people", a lecture "Ozekti orter shyndyk", "The history of the city of Kokshetau in archival documents".
The State Archive of the city of Atbasar conducted excursions with students of AIK College and schoolchildren on the topics "The history of the archive", "Let's keep history together", a lecture "The unity of Kazakhstan is in the friendship of the people".
The State Archive of the city of Stepnogorsk conducted a tour of the archive to employees of structural divisions of JSC "MMC Kazakhaltyn", a lesson-lecture "Kalamyzdyn tarikhynan archive" for 1st year students of the college "Maksat".
The State Archive of the Astrakhan region - excursions for schoolchildren "The Archive is not a warehouse of papers", held a "Lesson of Kindness", "Uly Zhenis zhauyngerlerin arnalady".
The State Archive of the Atbasar district held a lesson on "The past and present of our region" for cultural workers of the district.
The State Archive of the Bulandinsky district — an excursion and two lessons on the topics "The history of the district in figures and facts of the past" and "The history of the district in archival documents".
The State Archive of the Egindykol district — 3 lessons on the topic "Archive of bizdin audannyn tarikhy ortalygy".
The State Archive of the Yerementau district — an excursion on the topic "What is an archive" and a lesson on "Old documents like a "History book".
The State Archive of the Zerendinsky district - lessons "Political camps of the Zerendinsky district during the years of repression", "Otken omir".
The State Archive of the Sandyktau district conducted 6 excursions on the topics "Here is the land of my fathers", "We will not repeat my father's land in anything", "History on archive shelves", "Latin graphics in the period of the 30s", "We celebrate your holiday with you".
In total, 167 excursions, 61 lessons, 28 "round tables" were held in 9 months.
Particular attention is paid to the issues of timely and high-quality execution of requests from organizations and citizens. A total of 16391 requests were executed: 257 - thematic (of which 208 are positive); 16070 - socio-legal (of which 10019 are positive), 64 — genealogical (of which 22 are positive). 2720 — negative (thematic – 33, genealogical — 25, socio-legal - 2662), 3422 — non-core (thematic — 16, genealogical — 17, socio-legal - 3389).
Public services (16327) were provided through the PSC — 3838 (23.5%), through the portal "electronic government" - 5340 (32.7%), through the office of the service provider — 7149 (43.8%). Of these, residents of the Republic of Kazakhstan - 10049 public services (3838 — PSC, 5340 - PEP, 871 — through the office of the service provider), non—residents of the Republic of Kazakhstan through the office of the service provider - 6188.
The directors of the regional state archives, state archives of Kokshetau, Atbasar, Stepnogorsk, Akkolsky and Arshalynsky districts took part in a live broadcast of an online fair for the provision of public services "Issuance of archival certificates, copies of archival documents or archival extracts".
In total, 101 researchers were registered during the reporting period, 251 visits, 1,750 storage units were issued for work in the reading room, 172 for temporary use, 79492 for archivists to fulfill requests. Research topics: "The activities of the militia of Kazakhstan during the Great Patriotic War 1941-1945", "A. Dosov: socio-political activity", "History of the Shchuchinsky district", "Kokshetaulyk Alash ziyalylarynyn kyzmeti", "Nurses of the Great Patriotic War", "Repressive policy of the Soviet government towards the clergy", "Veterans of labor in the financial sphere", "Kulaks and bai", "History of the formation and development of entrepreneurship", history settlements, genealogical research, etc.
Work is being carried out to improve the business and professional qualifications of archival workers, monthly classes of hardware training are held. Anti-corruption seminars were held.
The directors of the state archives of Atbasar, Astrakhan, Atbasar, Egindykol, Birzhan Sal, Bulandyn, Yesil districts made a report on the work done for 2021 and plans for 2022, on the transfer of cases to state custody at the staff meeting of the akim of the district.
In June of this year, at the Center for Advanced Training of Employees at the National Archive of the Republic of Kazakhstan, 2 specialists were trained on the topic "Public services provided in the field of archival affairs". In September of this year, advanced training courses for archivists were held at the branch of the Academy of Public Administration under the President of the Republic of Kazakhstan in the Akmola region on the topic "Provision of public services" (38 people).
24 "round tables" were held in the state archives of the region on anti-corruption issues.
