On September 15, Kazakhstan will launch a campaign of free attachment to the organization of primary health care (PHC). Kazakhstanis will have the opportunity to choose a clinic within two months – until November 15, 2022.
In total, 626 primary healthcare providers signed contracts with the Fund in 2022: 355 (57%) state organizations and 271 (43%) private ones. You can get acquainted with the list on the website of the fms.kz in the "Choose a clinic" section. It was noted that you can attach yourself to both public and private PHC organizations. It is advisable to clarify beforehand whether there are free areas in the clinic you need.
Why do I need an attachment campaign?
The campaign of free choice of the PHC organization is held annually. It gives Kazakhstanis the opportunity to change the organization of attachment, if they are not satisfied with the current one, or choose another district doctor inside their polyclinic.
Attached to the organization of primary health care, the patient gets access to medical care, including appointments of a district doctor, monitoring of his health, outpatient medication, screening examinations, diagnostic laboratory and instrumental studies, referral to hospitalization.
In order not to be left without access to medical care, it is necessary to check the status of attachment directly at the polyclinic at the place of residence or on the e-government web portal in personal data (authorization via EDS).
Note that the attachment campaign allows you to choose a clinic in which the patient will be served from January 1, 2023.
How do I choose an attachment organization?
When attaching or re-attaching, it is recommended to choose a polyclinic near the place of residence - within a 15-20-minute walk from the house. This is important since polyclinics operate on a territorial basis and provide medical care at home only when the patient lives on the territory of the polyclinic service. That is, if necessary, you can call a local doctor or a mobile team at home.
How to attach it?
The first way (for everyone) – is through the e-government web portal www.egov.kz . In the "Healthcare" section, you must select the service "Attachment to a medical organization providing primary health care". Next, you need to fill in all the fields of the electronic application. The polyclinic receives information about the patient automatically from state information systems. If the answer is positive, you will receive an attachment notification from the medical organization.
The second method (for certain categories of the population) is through a direct appeal to the polyclinic with an application of any form and an identity document. This method is available to: pensioners; disabled people; guardians assigned to disabled people from childhood; guardians or trustees, foster carers; convicts serving sentences in colonies; students; conscripts; children born in foreign countries; people who make an attachment by proxy.
Does everyone have to participate in the attachment campaign?
Citizens who have not used the right to freely choose a polyclinic remain attached to the PHC organization in which they were previously served.
