History of the archive service of the Akmola region

On October 18, 1923, the Akmola Provincial Archive Bureau was organized. His duties included general guidance on setting up the archival business of state institutions, collecting and storing archival material, putting it in order for use for reference, scientific research and compiling various reviews on local history. Thus, already in those years, the basic principles of the archives were laid down: the acquisition, storage and use of archival documents.

In subsequent years, the archive service underwent a number of transformations, so on January 17, 1928, the county division was abolished, the territory of Akmola province became part of Akmola and Petropavlovsk districts, respectively, the provincial and county archives were abolished and district archives were organized.

In 1930, a district administrative division was introduced, and in 1932 the Karaganda region was formed with the center of Petropavlovsk, which included the territories of Akmola and Petropavlovsk districts. Accordingly, the archive of the Karaganda region was formed.

In 1938, the Soviet government decided to transfer the management of archives and the network of state archives to the structure of the People's Commissariat of Internal Affairs of the USSR. This became a logical continuation of the course of total politicization of state bodies.

On October 14, 1939, in connection with the formation of the Akmola region and the order of the NKVD of the Kazakh SSR dated December 22, 1939 No. 1875, an archive department (it also served as a regional archive) and 15 district archives (according to the number of districts included in the region) were formed as part of the NKVD Department for the Akmola region in Akmolinsk. The staff of the archive department consisted of 5 units, including service personnel; 2 employees worked in the district archives.

By Resolution No. 548 of the Council of Ministers of the Kazakh SSR dated July 17, 1960, archival bodies were transferred from the Ministry of Internal Affairs system to the Council of Ministers of the USSR and the Union Republics; regional archives were administered by local Councils of Workers' Deputies.

In December 1960, in connection with the formation of the Virgin Territory from the northern regions of the Kazakh SSR, the archival department of the Virgin Regional Executive Committee and the regional state archive were created. In October 1965, in connection with the abolition of the Virgin Land, on the basis of the Virgin Land Administration of the regional executive Committee, an archive department was organized under the Tselinograd Regional Executive Committee, and the Virgin Land Regional State Archive was transformed into the state archive of the Tselinograd region.

In 1985, a decree of the Government of the Kazakh SSR was issued on the organization of district and city self-supporting archives for personnel at the district (mountain) executive committees. Since 1986, the regional archives of Vishnevsky (now Arshalynsky), Atbasarsky, Ermentau, Yesilsky, Zhaksynsky, Korgalzhynsky, Tselinogradsky have been opened in the region. In the early 90s, the archives of the Astrakhan, Bulandyn, Zerendinsky, Sandyktau, Shortandinsky districts, the archive of Stepnogorsk were opened.

In 1999, the center of Akmola region was moved from Astana to Kokshetau, respectively, all state management organizations were transferred to the new regional center, among them the regional archives and documentation department, initially it rented premises in one of the administrative buildings.

The question of moving the regional archive remained open for a long time due to the lack of suitable premises. In 2002, an unfinished building was allocated for the regional archive in Kokshetau, which was put into operation at the end of 2005.

During 2006, a lot of work was done on the relocation of archival funds, documents of regional structures of the Kokshetau region, which were stored in the state archive of Kokshetau, were also transferred to the regional state archive.

As of January 1, 2022, over 1 million 500 thousand storage units are concentrated in 21 state archives of the Akmola region, distributed in 5828 funds. About 35 thousand units of storage are stored annually. The main repository of documentary wealth is the state archive of the Akmola region, a large array of documents is also stored in the state archives of Zerendinsky, Akkol, Atbasar, Burabay districts, etc. Kokshetau and Stepnogorsk.

Archival institutions of the Akmola region are doing a lot of work to organize the reception of documents coming from organizations and enterprises of the region, which are sources of acquisition of the National Archival Fund of the Republic of Kazakhstan, to ensure the safety of documents stored in the state archives of the region, to provide the state service "Issuance of archival certificates, copies of archival documents or archival extracts", to translate archive documents in digital format, for the implementation of the Program "Rukhani Zhangyru", A comprehensive action plan for the implementation of the Archive-2025 project.

Today, thanks to the support of the akim of the region, funds are allocated in the local budget for the development of the archival sphere, strengthening the material and technical base of the archival institutions of the region. New buildings for archives are being purchased at the expense of budgetary funds, major and ongoing repairs are being carried out, new modern mobile shelving, technical equipment for digitizing documents are being purchased, automatic fire extinguishing systems, security and fire alarm systems, video surveillance are being installed.

All the work carried out is aimed at ensuring the safety of the National Archival Fund of the Republic of Kazakhstan and its use.
