Experts presented QazNetEtiquette in Astana – an ethical code for overcoming the interethnic language of hostility.
"The relevance of this document is primarily caused by the Kordai events, the events in the village of Pidzhim, and has now become even more relevant when there is a war between Russia and Ukraine and the Kazakh audience is actively involved in this process. Because of this, Kazakh society is very politicized. (...) The audience often does not understand what the language of hostility really is and what consequences it can lead to," said Igor Brattsev, an expert at the MediaNet International Journalism Center at the presentation of the project.
The presented Code consists of 10 universal and understandable rules of conduct in the information space for a wide audience to avoid interethnic conflicts and the spread of the language of hostility.
Adil Jalilov, Director of the MediaNet International Journalism Center, noted that the QazNetEtiquette Code is not a regulatory act or a law. This is, first of all, a self-regulation tool that has not yet been developed in Kazakhstan and Central Asia, but is quite an effective tool used in various network communities.
The project is implemented by the MediaNet International Journalism Center with the support of the Representative Office of the Foundation. Konrad Adenauer in Kazakhstan and with the assistance of the Ministry of Information and Public Development of the Republic of Kazakhstan.
The Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan writes that the relevance of these documents is that based on the norms of international and Kazakh law, they are aimed at preventing and reducing the risks of spreading the discourse of hostility in the Internet space, manifestations of xenophobia and intolerance between people in the conditions of increasing influence of social networks.
The Code of Ethics "QazNetEtiquette" is intended for a wide range of the public, has a recommendatory nature and is aimed at forming a culture of positive interethnic communications in the information space, increasing awareness of Internet users regarding the inadmissibility of the use of interethnic "hate speech". It contains an accessible definition of the "language of enmity", the facets of legality and moral censure for spreading the discourse of enmity, information about legal liability for violation of human rights legislation and clear rules (recommendations) of communication in Internet communications.
