The Prosecutor General’s Office developed a pilot project “Kazakhstan without domestic violence”
I am worried about the situation with the increase in domestic violence against women and children in families, the President of Kazakhstan Nursultan Nazarbayev emphasized in the Strategy “Kazakhstan - 2050”. “There should be no disrespect for women. And I’ll say right away that such violence should be stopped extremely harshly, ”Nursultan Nazarbayev emphasized.
Based on the fact that the main goal in the field of sustainable development of the United Nations is to contribute to building a peaceful and open society for sustainable development, ensuring access to justice for all and creating effective, accountable and participatory institutions at all levels, as well as that in accordance with the Concept of Family and Gender Policy in the Republic of Kazakhstan until 2030, state family policy is an integral part of the country's social policy, the Prosecutor General of the Republic of Kazakhstan prepared and presented the Concept of the pilot project "Kazakhstan without Domestic Violence" in the Abay district of Shymkent and Saryagash district South Kazakhstan region.
At a meeting of the National Commission for Women and Family Demographic Policy under the President of the Republic of Kazakhstan dated April 14, 2017 in accordance with paragraph 2 of the protocol of this document, the General Prosecutor’s Office together with the akimat of the South Kazakhstan region, interested state bodies, non-governmental and international organizations (by agreement) the task was given to ensure the implementation of a pilot project in the Abay and Sarayagash districts of the South Kazakhstan region, aimed at reducing latency and the number of offenses in the family-domestic sphere, within the framework of the project "Kazakhstan without domestic violence" and provide information on the results of the work until February 15, 2018.
The purpose of the Pilot project was set by the Prosecutor General to test the measures of the Roadmap of the project "Kazakhstan without domestic violence." In accordance with it, the provision of targeted social, medical and legal assistance to citizens was provided. In addition, the goal was to conduct full-scale advocacy for the prevention of violence.
The objectives of the Pilot Project identified: the development of an effective system of early prevention, improvement of administrative and criminal law measures, the creation of an effective rehabilitation system for victims, the creation of an institution for the re-socialization of offenders, the development of an effective mechanism for interaction, the organization of a personnel training and professional development system for employees. In addition, the Prosecutor General’s Office has planned the formation of a monitoring, accounting and reporting system.
It was planned to conduct medical consultations and diagnostics of the population by narrow specialists, organize courtyard bypass, meetings with the population, conduct free consultations to the population on legal issues, and organize events for the population in the field of culture and sports.
It is assumed that the implementation of the pilot project will be held from June to November 2017. At the same time, the main activities are scheduled from June 5 to July 5, on-line monitoring from July to August, finalization in certain areas, and summing up the results from September to November.

According to the RK Prosecutor General’s Office, the reasons that reduce the effectiveness of the fight against domestic violence are: lack of indicators in the strategic plans of state bodies and territorial development programs, a full range of prevention subjects, competences in the prevention of domestic violence, standards, protocols, and the algorithm of actions of employees of authorized state bodies. The absence of a unified policy to inform and educate the population, an effective mechanism for preventing alcoholism, drug addiction, mental disorders and promoting a healthy lifestyle, prompt response to domestic violence, effective legislative and organizational and practical measures to influence offenders, an effective mechanism for interaction does not contribute to the elimination of domestic violence .
The inhibitory factor is the lack of a coordinating body, as well as a clear mechanism for financing the main directions of counteracting domestic violence. The lack of an effective mechanism for identifying dysfunctional families and risk groups, a competitive environment and conditions for the functioning of crisis centers, integrated work with offenders, and a mechanism for identifying and working with children who are victims of violence does not contribute to solving the problem;
There is no systematic training, special training and advanced training for workers, and no mechanism for involving the population in the prevention of domestic violence.
In this regard, the Prosecutor General’s Office of the Republic of Kazakhstan in the pilot project “Kazakhstan without Domestic Violence” proposed ways to solve problems. The Concept of the pilot project for the Abay district of Shymkent and the Saryagash district of the South Kazakhstan region voiced the need to create
