According to the comprehensive socio-economic development plan for the Bulandyn district for 2023, 6320 m2 is planned for the commissioning of individual housing, 3911 m2 was commissioned in the 1st half of the year. Since the beginning of this year, 33 facilities have been put into operation.

In order to implement the draft Development Plan of the Akmola region for 2021-2025 indicators in the field of architecture and urban planning, in 2022 funds were allocated from the regional budget for the following projects:

1) "Scheme of development and development of the village of Zhuravlevka, Bulandynsky district (simplified version of the master plan)". Approved by the decision of the maslikhat of the Bulandyn district No. 8c-6/1 of 27.06.2023.

2) "Scheme of development and development of the village of Partizanka, Bulandynsky district (simplified version of the master plan)". Approved by the decision of the maslikhat of the Bulandyn district No. 8c-6/3 of 27.06.2023.

3) "Scheme of development and development of Kupchanovka village, Bulandynsky district (simplified version of the master plan)". Approved by the decision of the maslikhat of the Bulandyn district No. 8c-6/2 of 27.06.2023.

The total amount of allocated funds from the regional budget is 29,400,092 tenge 01 tiyn with VAT (28,141,409 tenge 87 tiyn without VAT).

State Institution "Department of Architecture and Urban Planning" of Bulandynsky district (hereinafter-the Department) provides 4 types of public services:

1. Issuance of a decision to carry out a complex of works on the postutilization of objects (demolition of buildings) of technical and (or) technologically complex and uncomplicated objects.
2. Issuance of a certificate to determine the address of real estate objects in the territory of the Republic of Kazakhstan;
3. Provision of raw materials for the development of construction and reconstruction projects (redevelopment and re-equipment);
4. Approval of the sketch (draft design).

For the 1st half of 2023, 190 services were provided, including;

- Issuance of a certificate to determine the address of real estate objects on the territory of the Republic of Kazakhstan through the Non–profit Joint Stock Company "State Corporation "Government for Citizens" (hereinafter - the State Corporation) - 9 services in electronic and paper form free of charge.

- Provision of architectural and planning tasks and technical conditions for connection to sources of engineering and utilities, through the web portal of "Electronic Government" - 80 services in electronic form on a free basis. The provision of public services is carried out in accordance with standards and regulations.

- Approval of the sketch (draft design) through the E-Government web portal - 76 services in electronic form on a free basis. The provision of public services is carried out in accordance with standards and regulations

- Issuance of a decision to carry out a complex of works on the postutilization of objects (demolition of buildings), through the web portal of "Electronic Government" - 25 services in electronic form on a free basis. The provision of public services is carried out in accordance with standards and regulations

As well as the department provides the service through the AIS PSC acceptance certificates of the constructed object into operation by the owner independently and by the acceptance commission. 51 acts of entering objects independently were registered, 34 acts of acceptance of objects were registered by the acceptance commission. 423 situational schemes have been issued for connection to engineering infrastructure, as well as for the provision of land for new construction, additional land.

On an ongoing basis, the department monitors objects under construction, outdoor visual advertising and abandoned buildings and structures for compliance with the architectural appearance of the city. At the beginning of this year, 15 facilities were identified that are being built and operate without permits. Letters have been sent to the State Institution "Department of State Architectural and Construction Control of Akmola region" for taking appropriate measures, of which: protocols on an administrative offense have been drawn up for 5 objects; 10 objects are being checked. 

       According to the improvement action plan, letters were sent to the mayors of rural districts and the mayor of the city about the implementation of the action plan, an event was held to improve the city and rural districts. We distributed letters to all organizations and individual entrepreneurs on the improvement and landscaping of facilities, as well as on the need for proper installation of ramps and carried out commission work with all entrepreneurs.

Monthly reports are prepared and submitted to the Department of State Architectural and Construction Control, the Department of Construction, Architecture and Urban Planning, the Department of Statistics, the Department of Information Technology and Analysis of public Services, the tax Administration, once a quarter in the PCA for the commissioned objects.
