According to statistics for January-August 2021, the volume of investments in fixed assets amounted to 369.9 billion tenge, IAV - 102.3% (Kazakhstan - 98.2%). The plan for the Memorandum for 8 months is 397 billion tenge. Fulfillment of the planned indicator under the Memorandum is 93.2%.
The plan for 2021 (according to the memorandum) is 811 billion tenge, IFO - 114.5% (CPI 104%).
In order to achieve the target for investment in fixed assets, as well as increase the level of investment to GDP up to 30% by 2025, the pool of investment projects in the Almaty region has been formed, which currently includes 610 projects (4.9 trillion tenge, 40,000 working places), where 385 projects (2.1 trillion tenge, 18,000 working places) are at different stages of implementation and provide a steady flow of investments to the region in the foreseeable future (2-3 years).
For reference: in 2020, 42 projects were introduced for a total of 131.4 billion tenge, where about 3 thousand working places were created.
This year, it is planned to implement 68 investment projects for a total of 146.3 billion tenge, with the creation of more than 3.5 thousand jobs. Of these, since the beginning of the year, 21 investment projects have been put into operation for a total of 21.2 billion tenge, with the creation of more than 573 working places.
Achievement of the target indicators by the end of this year will be ensured through the start of implementation and commissioning of such large projects as:
- «Zhetysu Wolframy» LLP - Industrial development of the Boguty tungsten ore deposit in the Enbekshikazakh district (total cost 94.5 billion tenge, 350 working places);
- «Prima Kus» LLP - Creation of a poultry complex in the Uygur district (total cost 42.7 billion tenge, 580 working places);
- «Waste Energy Kazakhstan» LLP - Construction of plant for the utilization and processing of solid waste (total cost 22.6 billion tenge, 100 working places);
- «Shin Line» LLP - Ice cream factory expansion (production of instant noodles, construction of warehouses) 1st stage (total cost 15.9 billion tenge, 500 working places);
- «Zhetysu Koy» LLP - Meat processing plant construction for supplementary feeding, slaughter and deep processing of small cattle in the Ile district (Baumann Gmbh & Co.KG) (total cost 12.4 billion tenge, 450 working places);
- «ASPMK - 519» LLP - Construction of HPP 2 on the Chazha river in Eskeldy district (total cost 13.0 billion tenge, 12 working places);
- «Nauryz Agro» LLP - Construction of a breeding poultry product in the Ilе district (total cost 11.8 billion tenge, 200 working places);
- «Frosco» LLP - Creation of a fruit storage in the Enbekshikazakh district (total cost of 2.9 billion tenge, 82 working places);
- «TECHNONICOL» company - Construction of two modern plants for the production of stone wool and polymer insulation in Talgar district (total cost 43.6 billion tenge, 220 working places);
- «Fruit Art» LLP - Construction of a plant for deep processing of fruit and berry and vegetable products at "Bereke" IZ (total project cost - 37 billion tenge, 350 working places);
- «Ospanova Development» LLP - An innovative project of a fishing complex based on advanced Australian technology at the "Arna" IZ (total project cost - 67.3 billion tenge, 330 working places).
At the same time, a comprehensive system has been built in the region for investors attraction and support. In order to provide assistance to investors, the «Regional Development Center of Almaty Region» LLP has been operating since 2014, which performs the functions of a front office in accordance with the principles of “One Window” and “Green Corridor”.
For active work on attracting investments, developing international relations, in 2019, a “front-office” of the Center was created in Almaty (the financial and investment center of the Republic of Kazakhstan), and in Taldykorgan, a “back-office".
Since the beginning of this year, 130 (23 in the office of Taldykorgan and 117 in Almaty) meetings have been organized and more than 200 requests have been processed, 4 working meetings have been held with such large companies as: «Nauryz Agro» LLP (Aitas) (construction of a breeding poultry product 2nd stage, project cost 12.4 billion tenge), Swiss company «KS Genetics Swieserland» (creation of a selection and hybrid center (SHC) based on Swiss technology from Suisag, project cost 17.0 million euros) and others.
IZ and SEZ
Today, there is 1 industrial zone in the region, and work on the development of the infrastructure is continuing for 5 industrial zones.
By the decree of the Akimat of Almaty region No. 162 dated April 23, 2021, the "Management company of industrial zones of the Almaty region" limited liability partnership (hereinafter referred to as the MC) was designated as the management company of the "Kairat", "Bereke" and "Taldykorgan" industrial zones.
To date, the issue of transferring the "Kairat", "Bereke" and "Taldykorgan" industrial zones to the Management Company is in the works. A working group has been created to accept the infrastructure of the above industrial zones.
The management company has developed a strategy for the development of industrial zones, which is under consideration.
«Taldykorgan» industrial zone is fully provided with the necessary engineering infrastructure. The cost of infrastructure construction is 4.4 billion tenge.
On the territory of IZ there are 5 industrial enterprises (ELD Global LLP for the production of concrete; ST Best LLP for the production of basalt slabs; Taldykorgan Zholdary LLP for the production of asphalt; Amanat-Kazyna LLP - a plant for the production of synthetic detergents, «Zhetysu-May» LLP - a plant for refining and bottling of vegetable oil).
Also, on the territory of the industrial zone, there are 2 investment projects (LONGYUAN JETYSU, Green Technology Partners) in the amount of 11 billion tenge with the creation of more than 350 working places, and 2 investment projects are additionally being developed (construction of a greenhouse complex of QazaqCamel LLP", Construction of the fruit-canning plant TT Agrofood LLP) for a total amount of 7 billion tenge, with the creation of 460 working places).
Work on the development of the infrastructure continues of "Bereke" and "Kairat" industrial zones.

At the same time, a calculation was prepared for intra-quarter networks, checkpoints and fences for the development of design and estimate documentation for 53 million tenge.
«Bereke» industrial zone - work on the development of design and estimate documentation is nearing completion. Positive conclusions of the state expertise on water supply and sewerage were received. In the territories of these industrial zones, at different stages of implementation, there are 17 investment projects total 138.2 billion tenge, where more than 2,500 working places will be created.
For the "Boraldai", "Arna" and "Kazbek bek" industrial zones, work is underway to develop pre-design documentation. On the territories of these industrial zones, it is possible to locate more than 300 enterprises with the creation of about 8,000 working places.
Also, on the territory of the region there are 2 special economic zones of the "Khorgos - Eastern Gate" SEZ and the "ICBC" Khorgos " SEZ, which are fully provided with infrastructure.
On the territory of Khorgos ICBC, 23 investment companies operate, which are implementing 32 investment projects worth 113.2 billion tenge with the creation of more than 10 thousand working places.
Among them, 7 objects were commissioned for a total of 4.4 billion tenge. This is 30 thousand m2 of retail space and 750 working places.
Construction and installation work are going at 8 facilities (INTERNATIONAL CASTLE LLP - City of Craftsmen, total cost; VICTORIA CITY LLP - Shopping Center; Tulip Khorgos LLP - Hotel; Khorgos - KAT LLP - total central square) with a total cost of 138.7 billion tenge. Today, through the implementation of investment projects, over 28 billion tenge of investments have already been invested.
At the moment, 29 participants are registered in the unified register on the territory of the "Khorgos-Eastern Gate" SEZ. Whereas, 13 participants, in accordance with the submitted applications, were allocated land plots on the territory of the Dry Port, logistics and industrial zones of the SEZ:
- 8 objects (in 2016 KTZE-KhorgosGateway LLP, in 2018 - Zarya ltd LLP, in 2019 KIF Warehouse LLP, Standard Steel KZ LLP, QazProdGroup LLP and in 2020 LLP SSAFeedMills "," Qazaq Fruits "LLP," Khorgos free zone logistics services "LLP) were commissioned for a total amount of 48.9 billion tenge, 625 working places were created;
- 5 projects with a total cost of 26.9 billion tenge are at the construction stage and installation work "EastGatePartners"(LLP, "Kazakh-Chinese International Industrial City" LLP, "International Company for the Development of the Silk Road" Eastern Gate, "Elite Baby Production " Kok-tobe safflower " LLP);
- 15 promising projects at the development stage of pre-project and project documentation;
- 2 new participants of the SEZ (registered in the period from 02.2019-12.2020).
In 2019, contracts with 44 participants were terminated. In December 2020, contracts with 5 participants were terminated.
