According to the Law of the Republic of Kazakhstan "On Combating Corruption", all state bodies and organizations included in the structure of the Akimat of Almaty region carry out preventive work on combating corruption, which contains anti-corruption measures, which is carried out on an ongoing basis.
In order to prevent and prevention of corruption offenses, as well as pursuant to resolution of the Government of the Republic of Kazakhstan from December 29, 2018 No. 921 "On approving the action Plan for 2018 – 2020 for implementation of the Anticorruption strategy of the Republic of Kazakhstan for 2015 – 2025", by the resolution of akimat of April 19, 2019 № 146, approved a Regional action plan for 2018-2020 for the implementation of anti-corruption strategy of Kazakhstan for 2015-2025 years in Almaty region (hereinafter - Plan) containing measures of an anti-corruption nature, which provides for the participation of all interested state bodies of the region.
In district and city akimats, on the basis of the above-mentioned decree of the akimat, departmental plans of measures to combat corruption were approved, taking into account the competence and specifics of the region's work.
In order to control the implementation of measures, the interdepartmental Regional Commission on combating Corruption under the Akim of the region (hereinafter referred to as the IAC) was established and approved by the Decree of the Akimat of Almaty region № 146 dated April 19, 2019) (on an ongoing basis, appropriate changes are made to the composition of the IMC).
The activity of the Ministry of Internal Affairs is focused on coordinating the activities of anti-corruption entities, developing appropriate proposals to improve the effectiveness of preventive work aimed at reducing corruption risks, increasing public confidence in the activities of state bodies.
All work plans MVK approved by the Governor, before approving a draft plan was provided to Commission members, governors of regions, cities and heads of relevant state bodies for consideration and give proposals, and then entered to the approval of the mayor.
April 6 this year, held the IAC meeting, where were discussed issues "On anti-corruption measures in nepotushenny corruption risks in implementation of customs inspection of goods imported from third countries, On the measures taken to ensure transparency and openness while respecting the order and referral of children in public kindergartens, On the implementation of the project "Zhetysu – Amaldi Alay" and "On strengthening the responsibility of immediate supervisors for corruption offences of their subordinates".
On 18 August of the current year at the meeting of MVK on the end of the second quarter focus on: "results of the conducted monitoring to evaluate effectiveness of anticorruption policies, local Executive bodies and public authorities", "On condition and measures on corruption counteraction in the sphere of land relations", "On the implementation of the project "Zhetysu – Amaldi Alay", "On the measures taken for exclusion of corruption risks in the implementation of forced collection of tax debts" and "project office "Zhetysu – daldy Alans" to eradicate corruption".
30 November of the current year conducted by the IAC meeting, where were discussed the issues: "Transparency, accountability and anti-corruption policy implementation of the local Executive authorities of Almaty region and on the implementation of the project "Zhetysu – Amaldi Alay", "On anti-corruption measures regarding the treatment and issuance of coupons to receive the expert", "On measures for the prevention and the intersection of corruption in the field of road traffic".
As a result of the meeting, the commission developed 58 recommendations for improving the work on combating corruption.
In total, since the beginning of the year, three meetings of the IMC and four extended meetings with the participation of law enforcement agencies have been held.
The IAC carries out constant monitoring of the execution of the Regional action plan for 2018-2020 for the implementation of anti-corruption strategy of Kazakhstan for 2015-2025 and counteraction to shadow economy in the Almaty region, approved by resolution of the regional akimat from April 19, 2019 № 146.
As part of the implementation of the Anti – Corruption Strategy of the Republic of Kazakhstan for 2015-2025, approved by the Decree of the President of the Republic of Kazakhstan dated December 26, 2014 № 986, targeted work is being carried out in the Almaty region to prevent and combat corruption.
The region is actively implementing the concept of a "Hearing State", initiated by the Head of State in the Address to the people of Kazakhstan dated September 2, 2019 "Constructive public dialogue – the basis of stability and prosperity of Kazakhstan".
The main task of this concept is to increase the accessibility of state bodies for citizens, to create a barrier-free environment that motivated them to change their approaches to working with applicants.
Within the concept of "Hearing state" KSU "Jetisý Media" held press conferences akims of districts and cities of the region, where members of the media are actively promoting the work undertaken in the regions. Since the beginning of this year and due to the State of Emergency in the country, various explanatory works on the prevention of corruption in the format of an online conference have been carried out at the project office site.
According to the schedule of press conferences in Almaty region in 2020, 4 briefings on anti-corruption issues were held on the information platform "Jetisy Media".
On the official sites of akimats of districts and cities of regional departments and managements, social networks "Twitter" "Facebook" "Instagram" "Facebook", "My world" placed 42 informational materials on this topic, and more than 592 of information materials on the basic directions of anti-corruption policy.
In 2020, the project office "Adaldyk Alany" was reformatted into the project office "Zhetysu-Adaldyk Alany", which has implemented a number of initiative projects aimed at cultivating the principles of integrity in society, forming the principle of openness, and preventing corruption.
Zhetisu-Adaldyk Alany project offices were opened in 20 district centers and cities of Almaty region, which serves as a bridge for close interaction between the people and state bodies, reducing domestic corruption and allowing the first leaders to be open and accessible. On a regular basis, the project office hosts receptions of citizens on all issues of interest to them.
Also, in the project office's youth movement "Zhetysu-Amaldi alayna versatile Elsner", which consist of 12 students of colleges of Almaty region.
In order to increase the level of legal culture of citizens in all media of the region, articles and materials aimed at the formation of legal literacy are regularly published.
A pool of journalists and bloggers specializing in legal coverage has been created. From the beginning, the media has published 350 articles on the topic "Sybils gamerlay joy baattery", "Maman mnbar", "Beware of financial scams," "Important to know", etc.
On August 13 of this year, the TV channel "Zhetysu" organized a screening of information materials "antikornews" in the cycle of the program "Zhanalyktar-News", since the beginning of the year 45 stories have been shown, a video on crime prevention "Ardan Attama" is broadcast daily (5-6 times).
In accordance with the instructions of the Head of State to exclude the facts of drug speculation, working groups are operating in all regions of the country, which include employees of the anti-corruption service, Adaldyk Alany project offices, special monitoring groups, as well as other interested state bodies.
They monitor social networks and websites for the sale of deficit medicines and prices, create charitable conditions in patients, as well as visit places of storage and sale of medicines.
In order to establish contact with the population, WhatsApp number is available, where citizens can send photos and videos on the facts of price increase on medicines. Information on the progress and results of the work is also published in regional media.
In regions in 24/7 mode, the phone number of Project Managers "Adaldyk alany" is available.
In the region, non-governmental organizations are actively involved in conducting explanatory and preventive work on legal education of citizens and combating corruption in society.
Also, the project office of "Zhetisu-adaldyk Alany" in the city of Taldykorgan launched the campaign "Give way-give life!". The campaign is aimed at creating a culture of driving and integrity of both drivers and pedestrians on the roads. The action continued in Enbekshikazakh and Ili districts of Almaty region. Within the framework of the action, there were also violators of the Traffic rules of the Republic of Kazakhstan, who did not react to the included sound and light signals of the Ambulance. Administrative fines were issued to violators of traffic rules (Article 598, paragraph 1, failure to provide an advantage in driving a vehicle, a fine of 7 MCI).

To date, 765 secondary schools in the region (247,000 members of clubs) have established voluntary school clubs "Adal Urpak" and 636 school libraries "Parasatty Azamat" corners.
According to the plan for 2020 "Let's not allow corruption!", "We are against corruption!" educational hours were held on the topics: "Conscientious work will win everything", "Zhemkorlyk – zhat adet", etc.for students, a video was shown about the life that arose as a result of corruption actions, a regional meeting was held, an exchange of views with students.
Debates, discussion clubs, patriotic forums, actions aimed at educating Kazakhstan's patriotism and citizenship "Mangilik El" and intolerance to corruption were organized.
In the region, 100 means of visual agitation (banners, stands, etc.), 4 videos on 14 LED screens are installed on various legal topics.
Along with this, from November 2019 the anti-corruption service, a project "Interactive map of open budgets "Publicbudget.kz".
Using "interactive maps" every resident of Almaty oblast can see what and how much budget money spent, the card also allows you to monitor the transparency of budget spending and influence its development.
To date, the publication of the budgets of 1730 state organizations for a total of 906 billion tenge has been provided.
To date, in order to minimize corruption risks, as well as increase the efficiency and transparency of the public procurement process, electronic public procurement has been introduced, that is, all the main procurement procedures are automated, and human factors of participation in the process of conducting procedures have been reduced.
At the same time, it is worth noting that the electronic public procurement system provides potential suppliers with equal opportunities to participate in the public procurement procedure and fair competition among potential suppliers, making the procurement process more transparent and transparent. At the same time, information and explanatory work is carried out in the region. Together with the Anti-corruption service of the region, briefings and seminars are held, where explanations of the norms of legislation in the field of public procurement, as well as amendments and additions aimed at improving the legislation are given. On emerging issues and problems in procurement in the districts and cities of the region, cluster meetings are held with the participation of representatives of government agencies and the business community.
The measures taken will improve the situation in the field of public procurement and reduce corruption risks.
In 2020, 131.8 billion tenge was allocated for purchases through the Unified Organizer of the regional State Budget – the State Budget Management. As of 01.01.2021, a total of 692 purchases were made for a total of 168.7 billion tenge (in 2019 – 60.3 billion tenge). Savings amounted to 16.3 billion tenge and 5.3 billion tenge, respectively, an increase of 11.0 %

"Service Akimat" is an effective combination of the work of state bodies in the Open-space format, an integral part of which is the high quality of service delivery based on the customer orientation of employees and the creation of comfortable conditions for citizens.
The unique platform provides a wide range of services for citizens in the "One-stop shop" mode. The service akimat is equipped with comfortable waiting areas, technically equipped workplaces, information stands are installed, and a self-service corner is organized.
To promote the new direction of the Anti-Corruption Service, a social video was shot with the participation of representatives of different spheres (teacher, doctor, police officer, fireman, civil servant, entrepreneur, student, schoolboy).
Through a social video, each specialist in his field, presenting himself as an "ambassador of integrity", made an appeal to his colleagues, friends and all residents of the region about the need to strengthen zero tolerance for any offenses and the formation of the principles of honesty and integrity in society.
In order to prevent corruption offenses, internal and external analysis of corruption risks is conducted on an ongoing basis.
During the reporting period of the current year, in order to identify corruption risks, state bodies and quasi-public sectors of the region conducted 706 internal analyses. As a result of the analysis, 26 corruption risks were identified, 918 recommendations were developed, of which 814 were implemented.
The issues of anti-corruption and suppression of offenses that create conditions for corruption are considered at the meetings of the akimat, staff meetings and meetings of the interdepartmental commission.
In general, the work on combating corruption is under constant control of the regional akimat.
