At the legislative level, the activities of regional commissions are enshrined in the Law "On the Prevention of Offenses", according to which they are created under local executive bodies in order to increase the effectiveness of preventive work to prevent, identify and suppress offenses, eliminate the causes and conditions that contribute to their commission.
In Almaty region the regional IAC for crime prevention was established by the decree of the akimat №100 dated 5 may 2011, which approved the Statute of the Commission and its composition. Similarly, in the territory of the region, district and city MVK are created and operate.
The composition of the regional Commission is updated as necessary.
In April 2020, the Regulations on the commission and its composition were changed and re-approved (Resolution of the regional Akimat No. 163 of April 13, 2020 "On the formation of an Interdepartmental Commission for the Prevention of Offenses in the Almaty region").
The chairman of the regional commission is the akim of the region A. G. Batalov, and the working body is the state-legal department of the regional akim's office.
The working body keeps records of all documentation on the activities of the Commission (Regulations, plans, references, minutes, agenda of meetings, correspondence with state bodies, reference materials, etc.), which is stored separately from other documents, in paper and electronic form.
In accordance with the Regulations on the Commission, its meetings should be held as necessary, but at least once a quarter.
The work plans of the IMC were approved by the Chairman.
Meetings of the Commission are held regularly, they are held in a new format, with the connection of city and district akimats in the conference mode.
The working body of the Commission regularly analyzes the criminal situation in the region, reflecting the dynamics of the growth of crimes by type and category of severity.
The agenda of the Commission meeting is supplemented with new issues, taking into account the relevance of existing problems.
The working body of the commission keeps records and summarizes information received from state agencies-performers, which are stored separately in the nomenclature file.
Analysis of the execution of orders given by the Commission showed that the state and local executive bodies of the city and district level had a low-quality or formal execution of protocol orders of the Commission.
At the same time, all such facts are taken into account by the working body of the Commission, taken under control and considered at the meetings of the Commission.
In addition, on the facts of non-execution of instructions, relevant service notes are submitted to the Deputy Chairman of the Commission, with petitions for consideration of the issue of disciplinary responsibility of performers.
On January 24, 2020, the Akim of the region approved the work plan of the Interdepartmental Commission for the Prevention of Offenses in the Almaty region for 2020.
According to the work plan approved by the Akim of the region for 2020, 3 meetings of the Ministry of Internal Affairs on Crime Prevention were held. 16 issues were considered and 70 instructions were issued to improve the work on crime prevention. According to the results of the meeting, 33 protocol instructions are at the stage of execution.
However, MVK performs continuous monitoring of the implementation of a Comprehensive Plan for the prevention of offences in 2020 – 2022 and the Plan of joint actions on realization of the Program of the Ministry of internal Affairs of Kazakhstan on counteraction to thefts in 2018 - 2020 in Almaty region.
The implementation of the Comprehensive Plan is discussed at meetings of the regional interdepartmental commission on crime prevention.
In accordance with this plan, state bodies and akims of districts and cities work.
On the implementation of the decisions taken at previous meetings of the Ministry of Internal Affairs on the Prevention of Offenses and other issues, akims of districts and cities, as well as heads of state departments of the region were recommended to take personal control of the timely and high-quality execution of these protocols.
Work is being carried out as part of the implementation of the Comprehensive Crime Prevention Plan for 2020-2022 and the Anti-Theft Program for 2018-2020.
Problematic issues in the organization of work were considered at meetings of the Interdepartmental Commission and the Coordination Council of the Almaty region.
In accordance with the instruction of the Ministry of Internal Affairs of the Republic of Kazakhstan No. 1-5-7-151 / 1273-Iot on April 12, 2019, a large-scale action «Reception on the Road» is held monthly in the territory of Almaty region, aimed at providing legal and advisory assistance to the population. The action «Reception on the road» is held near specialized PSC, large auto repair shops, as well as in the front offices of the police, where mobile receptions of citizens are organized. In addition, the work of the "hotline" phones is carried out to receive citizens ' appeals through popular social networks. Also, mobile reception points for citizens are functioning in the region during the campaign. The campaign is attended by employees of the Department of Internal Affairs, representatives of other government agencies, bloggers, representatives of other organizations. The issues of registration of motor vehicles, issuance of driver's licenses, organization of traffic, re-equipment of vehicles, payment of fines for administrative offenses, compliance with migration legislation, purchase of civilian weapons, write-off of motor vehicles, registration of cars with foreign registration in Kazakhstan are mainly discussed. Materials on the progress of the events are published in the mass media.
During the month of drug prevention (June 4 - July 4) was implemented : the rotation of the video on regional TC "Zhetysu", rotation audio clip on the radio "Russian radio Asia", the placement of banner ads on the Internet portal Nur.kz the post in social networks.
46 pieces of stands were made for placement in places of mass stay of the population of 17 districts and 3 cities of the region.
According to publications in the media and on television for the 1st quarter of 2020, a total of 110 materials were published, of which 66 were republican, 33 were local.
The information agencies published a total of 94 materials, of which 61 were republican and 33 were local.
On the territory of the Almaty region, only 46 billboards are placed on the anti-drug theme.
Involvement of volunteers to participate in the activities of the internal affairs bodies for the prevention of offenses, through the use of ideological measures to form citizens ' moral qualities focused on universal values, the provision of voluntary socially useful assistance by volunteers to individuals and legal entities, participation in the protection of life, health of citizens, rights and legitimate interests of society and the state, anti-drug propaganda and primary prevention of drug addiction, as well as the protection of the population, conducted by the internal affairs bodies.
On an ongoing basis, the services of the Police Department, together with interested State bodies, as well as non-governmental organizations, carry out activities in terms of organizing work on the prevention of domestic crimes and juvenile delinquency.
In accordance with the Law of the Republic of Kazakhstan "On the Prevention of Offenses", work in this direction will continue.
