Certain work is being carried out on an ongoing basis in the Almaty region to prevent corruption.
During the reporting period, 44 (regional – 4, district – 40) meetings of regional and district commissions on anti-corruption issues were held in the region (according to the regional commission: 36 issues were considered, 87 recommendations were implemented).
The implementation of anti-corruption compliance services in the quasi-public sector of M&E has been monitored, and to date, a compliance service has been implemented in all 218 organizations.
Since the beginning of this year, 2 events have been held in this direction (seminar, meetings). In order to implement the adopted legislative innovations, together with Beeline Kazakhstan, 105 compliance officers and ethics commissioners of the Almaty region were trained in practice with the issuance of appropriate certificates.
A schedule for conducting an internal analysis of corruption risks in the activities of regional administrations and quasi-governmental organizations for 2023 has been developed.
According to the approved schedule for conducting an internal analysis of corruption risks, an internal analysis was conducted in all 297 state bodies and subjects of the quasi-public sector (24 departments, 136 state bodies of the district level, 137 quasi-public sectors).
192 corruption risks have been identified and eliminated.
The results of the internal analyses show the presence of common corruption risks characteristic of many government agencies: "conflict of laws", inconsistency of the actual business processes of providing public services, the presence of "direct contact" with the service recipient, the presence of functions inconsistent with the activities of a government agency or organization, weak technical base and gaps in the integration of electronic IP programs, etc.
One of the positive cases is the identification of a conflict of interest in the SCCP "Association of Museums of the Almaty region", which was exhausted during the internal analysis (Iskakov Auelbek is the head of the branch of the museum named after U.Karibayev, and his daughter Iskakova Aida Auelbekovna works as a researcher at the branch, there is a corruption risk of "Direct subordination to each other close relatives."
All analytical reports are posted on the Internet resource of government agencies, action plans for the implementation of recommendations have been approved, public discussions of corruption risks have been held, and a list of positions subject to corruption in each government agency and organization has been compiled.
Members of the Sanaly Urpak club organized an essay contest among 1st year students on the topic "Public service – honest work in the interests of the country". During the competition, prizes were won by Yana Ostrovskaya, a student of the PRG 1-1 group, and Nurdanbek Aisha, a student of the PVR 1-1 group, who wrote a meaningful work on the subject.
Some work is being done to form an anti-corruption culture among the population.
The possibilities of social networks and mass media are widely used for the effective implementation of information and explanatory work.
In order to increase the level of legal culture of citizens and to combat corruption, articles and publications are regularly published in the media of the region.
In order to implement the tasks of strengthening the anti-corruption culture, an Action Plan has been developed for the implementation of the project "Strengthening the anti-corruption culture" for 2023.
The following work has been carried out within the framework of the above-mentioned Plan:
5 anti-corruption videos have been published on the website of the Akimat of the Almaty region and the websites of regional administrations, akimats of districts and the city of Konaev.
1 video was shot with the famous actor N.Alimzhanov, then we plan to continue shooting with famous personalities.
According to the schedule, work is carried out and author's articles are published.
A pool of journalists and bloggers specializing in legal issues has been created. Since the beginning of the year, more than 200 articles have been published on this topic: "Directions for the eradication of corruption", "Specialist's Department", "It is important to know", etc.
Work is actively underway to hold events with the involvement of representatives of religious associations. Sermons on the harm of corruption to society have been organized in mosques.
Anti-corruption book exhibitions have been organized in all libraries of the region. Books, brochures, collections, magazines and other materials on the anti-corruption policy of Kazakhstan are presented to the attention of visitors.
In the city of Konaev, a large-scale republican campaign on legal assistance was held - "People's Lawyer", with the involvement of lawyers, lawyers and representatives of various fields, more than 50 citizens received legal assistance.
An "Open Day" for bloggers was held in the building of the Akimat of the region, as well as interviews with the akim of the region for Atameken Business information agencies,"Zakon.kz ", "Tengrinews.kz ".
Work on strengthening the image of civil servants is carried out on an ongoing basis in cooperation with the Agency for Civil Service Affairs of the Republic of Kazakhstan.
On June 7-9 of this year, the XV Summer Olympics among civil servants was held in the village of Shamalgan, Karasai district.
Explanatory work is constantly being carried
out to prevent corruption in employment in educational organizations. The practice of organizing a "Single Hour of Integrity" continues.
The Ethics Commissioner has been actively involved in the implementation of TBN-4.
During the reporting period, more than 2,000 explanatory meetings (including individual consultations) were held, and the Yelge Kyzmet program is held monthly on the last Thursday of the month.
The Ethics Commissioner of the Akim's office of the Almaty region, together with the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Almaty region, met with young civil servants of the region. The meeting was aimed at raising the level of ethics of civil servants and informing about new approaches and amendments to the Law on Civil Service and Anti-Corruption issues.
Certified training was conducted for 107 civil servants of the region in the branch of ASU on the topic "Anti-corruption management and compliance", "Tools of strategic HR management in government agencies".
387 different anti-corruption events were held (Zhambyl - 85, Balkhash - 65, Ili - 46, Uygur 45, Karasai - 42, Rayymbek - 40, Talgar - 31, Konaev - 15, Kegensky -11, Enbekshikazakh – 7).
Infographics are posted on all official websites of akimats of districts, cities and their pages on social networks. There are special anti-corruption stickers and stickers in public places and buses.
In order to form an anti-corruption culture, handouts explaining responsibility for corruption violations are distributed among the population.
Currently, 150 posters have been distributed in 15 rural districts of the Balkhash district. 200 brochures were distributed in Talgar district and 150 in Konaev. 1,500 handouts are being prepared in the Enbekshikazakh district, and 1,000 handouts are being prepared in Zhambyl district.
65 visual propaganda tools (banners, stands, etc.) have been placed in public places on the topic of legal culture in the region.
Further work will be carried out according to the action plan for information work with decomposition at the level of various target groups in the Almaty region for 2023-2025.
