The mission of the Department: ensuring effective development of land relations, effective and rational use of land resources, monitoring and improving the quality of land, keeping records of the distribution of the land Fund of the region, ensuring transparency in the provision of land plots, conducting land management.
Tasks:
1) protection of the state's interests in the field of land relations at the local level;;
2) coordination of activities of district, city (regional significance) Executive bodies in terms of use and protection of land resources;
3) Creating conditions for effective use of land for the economic development of the region.
In accordance with paragraph 28 of the Rules for granting rights to land plots for individual housing construction, approved by order No. 255 of the acting Minister of national economy of the Republic of Kazakhstan dated March 27, 2015, after the conclusion of the Commission, applications of citizens of the Republic of Kazakhstan and oralmans are taken into special account and satisfied as free sites are prepared in accordance with the order.
Sites for individual housing construction are distributed in accordance with the detailed planning project or the General plan of the locality.
At the same time, the land legislation does not provide for benefits when granting land plots and the rights of citizens who are in the queue are considered equal.
The provision of land plots that are in state ownership and are not provided for land use for farming or agricultural production is carried out on a competitive basis in accordance with the procedure established by article 43-1 of the Land code.
The local Executive body prepares a list of land plots and forms a notification.
Local Executive bodies publish notices of a competition to grant the right to temporary paid land use (lease) for farming or agricultural production in periodicals distributed on the territory of the relevant administrative-territorial unit, as well as on the Internet resource of the local Executive body.
Citizens of the Republic of Kazakhstan can submit applications for participation in the competition from the date of publication in the mass media of the list of agricultural land plots put up for competition.
Agricultural land plots are provided on the basis of competitions organized by local Executive bodies.
The procedure for changing the purpose of a land plot is regulated by article 49-1 of The land code of the Republic of Kazakhstan.
Individuals and legal entities interested in changing the purpose of a land plot, submit an application to the local Executive body at the location of the land plot on paper or through the web portal of the "electronic government" or a State Corporation in accordance with the legislation of the Republic of Kazakhstan.
The decision to change the purpose of the land plot is made on the basis of the conclusion of the Commission established in accordance with paragraph 2 of article 43 of the Land code.
