The Department of the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan in the Almaty region informs:
In accordance with paragraph 129 of Section 5 of the Order of the Minister of Internal Affairs of the Republic of Kazakhstan "On approval of Safety Requirements for gas supply system facilities" dated October 9, 2017 No. 673, filling of cylinders not intended for use on motor vehicles at a stationary automobile gas station is not allowed.
At the same time, in accordance with paragraph 5 of Article 28 of the Law of the Republic of Kazakhstan "On Gas and Gas Supply" dated January 9, 2012 No. 532-IV (hereinafter referred to as the Law), retail sale of liquefied petroleum gas in household cylinders is carried out by gas grid organizations and owners of gas filling stations, who are obliged to ensure the serviceable technical condition of household cylinders.
Filling of household cylinders with liquefied petroleum gas is allowed exclusively at gas filling stations and gas filling stations.
At the same time, in accordance with subparagraph 6-1 of paragraph 5 of Article 7 of the Law, local executive bodies of oblasts, cities of republican significance of districts and the capital (cities of regional significance) exercise state control over compliance with the requirements for the safe operation of household cylinders and gas supply systems of domestic and municipal consumers within the boundaries of the settlement.
On the basis of the above, as well as guided by paragraphs 13, 14 and 15 of the "Plan of measures to ensure industrial safety at hazardous production facilities of the Almaty region" for 2022, we ask you not to fill household gas cylinders with liquefied petroleum gas at the gas station.
