Suffice it to say that the resolution of the Government of the Republic of Kazakhstan dated February 18, 2009 No. 183 "on approval of the amount and rules for providing social support measures to specialists of Health, Education, Social Security, Culture and sports who come to work and live in rural settlements" was adopted.
In accordance with this resolution, a young specialist who arrived in the district was given to financial specialists a wholesale allowance in the amount of 100 times a month for social support measures and funds equal to 630 times a month for the purchase of housing in 2010. Since July 1, 2011, the monthly calculation index has reached 1,500. The loan for the purchase of housing is issued for 15 years at a rate of 0.01 percent. It is worth considering that this is also some relief. The hired specialist must serve in this area for at least 3 years from the moment of receiving a loan or wholesale benefit.
In order to implement the resolution, a special working group was created by the resolution of the district Akim dated April 17, 2009 No. 10-159. Its working body was the District Department of Economics and budget planning. The allocated funds are implemented through the 094 and 095 programs at the expense of the Republican transfer. JSC "Fund for financial support of Agriculture" was recognized as the banking agent for the payment of loans.
According to the decree, in 2022, 30 young professionals will receive 9 million in the payment of wholesale benefits. 189.0 thousand tenge for wholesale assistance, 41 million for 9 young specialists. 350.5 thousand tenge was paid for housing loans.
In total, 40 people received benefits, including: 20 young specialists in education, 2 young specialists in healthcare, 1 young specialist in Culture, 2 young specialists in Sports, 3 young specialists in veterinary medicine, 2 young specialists in civil servants.

According to the Resolution, 14 young specialists applied for wholesale benefits in 2023, and 6 young specialists applied for housing loans. Finance will begin to be issued in April 2023
