As of March 1, 2022, pension savings in the amount of about KZT13.6 trillion were formed on the accounts of contributors of the Unified Accumulative Pension Fund. For the year, from March 1, 2021 to March 1, 2022, the amount increased by KZT965.5 billion or 7.7%, and from January 1, 2022 by KZT515.1 billion or 3.9%.
The main amount of pension savings was formed at the expense of compulsory pension contributions (CPC) and amounted to KZT13.2 trillion (growth over the past 12 months was 7.3%). The amount of pension savings on compulsory occupational pension contributions (COPC) amounted to KZT385.5 billion (an increase of 22.5%), the amount of pension savings on voluntary pension contributions (VPC) amounted to about 1.8 billion tenge.
In two months of 2022, UAPF contributors contributed more funds than in the same period last year. As of March 1, 2022, contributors' accounts received pension contributions in the total amount of about KZT245.6 billion, which exceeded the figure for the same period in 2021 (by KZT54.1 billion or 28%). Of the total contributions, 94.6% are receipts to the UAPF of the CPC - KZT232.3 billion (an increase of 28% over the past 12 months), COPC - KZT13.2 billion (an increase of 33%), and VPC - KZT180 million (an increase of 73% for the last 12 months) %).
In addition to the contributions paid by the contributors themselves, a significant increase in pension savings was ensured thanks to net investment income, which from January 1 to March 1, 2022 exceeded KZT522 billion, which is twice as much as last year or by KZT304 billion. The yield on pension assets of UAPF managed by the National Bank of Kazakhstan since the beginning of 2022 amounted to 4.0%, with inflation of 1.5%. At the same time, the profitability for the last 12 calendar months amounted to 13.65%, with inflation over the same period of 8.7%.
The number of individual pension saving accounts in the UAPF as of March 1, 2022 amounted to 11.7 million units. The largest number of accounts opened for compulsory pension contributions (CPC) - 10,868,109 units. Next come the accounts formed at the expense of the COPC - 556,918 units, the number of accounts at the expense of the VPC in the UAPF is now 66,279 units.
Since the beginning of the year, the UAPF has paid KZT319.3 billion to contributors, most of which were lump-sum pension benefits (LSPB) for the purpose of improving housing conditions and medical treatment - KZT280.2 billion. Benefits by age - KZT16.5 billion. Inheritance payments amounted to 10.2 billion tenge, benefit payments in connection with leaving for permanent residence outside the Republic of Kazakhstan - KZT7.6 billion tenge, transfers to insurance organizations amounted to about KZT3.5 billion, for burial - KZT0.9 billion and disability benefits - KZT0.4 billion.
It should be noted that the amount of the average monthly benefit according to the schedule from the UAPF (in connection with reaching the retirement age) amounted to KZT29,302, and the maximum amount of the monthly benefit was KZT707,326.
The UAPF was established on August 22, 2013 on the basis of GNPF APF JSC. The UAPF founder and shareholder is the Government of the Republic of Kazakhstan represented by the State Institution “Committee of State Property and Privatization” of the Ministry of Finance of the Republic of Kazakhstan. UAPF pension assets are managed by the National Bank of the Republic of Kazakhstan. From January 1, 2016, the functions for developing proposals to improve the management of pension assets were transferred to the National Fund Management Council.
