Agriculture and land relations are engaged in establishing the grounds, conditions and limits of the emergence, change and termination of ownership of land and land use rights, the procedure for exercising the rights and obligations of land owners and land users.

On the official websites of the local executive bodies of the district, the city of regional significance, information about the priority lists for obtaining land plots for individual housing construction is constantly published. As soon as the allocated sites are ready, land plots for individual housing construction are allocated depending on the priority of citizens
"In accordance with Paragraph 8 of Article 44-1 of the Land Code of the Republic of Kazakhstan and paragraph 28 of the" "rules for granting the right to land plots for individual housing construction"", approved by the order of the Acting Minister of national economy of the Republic of Kazakhstan dated March 27, 2015 № 255, after the conclusion of the Commission, appeals of citizens of the Republic of Kazakhstan and oralmans are placed on a special register and, depending on the readiness of the allocated areas, are satisfied in the queue in case of free territories used for individual housing construction."
Land plots for individual housing construction are provided from specially prepared areas covered by infrastructure.
The areas provided for individual housing construction are allocated in accordance with the detailed planning project or Master Plan of the locality.
In accordance with paragraph 28 of the Rules for granting Rights to Land plots for Individual Housing construction, approved by the order of the Acting Director. The Minister of National Economy of the Republic of Kazakhstan dated March 27, 2015 No. 255 after the commission's conclusion is made, the applications of citizens of the Republic of Kazakhstan and oralmans are taken into special account and are satisfied as free sites are prepared in accordance with the order of priority.Sites for individual housing construction are distributed in accordance with the detailed planning project or the general plan of the locality.At the same time, the land legislation does not provide for benefits in the provision of land plots and the rights of citizens who are in the queue are considered equal.
