The Talgar district Youth Resource Center operates on the basis of the Concept of the State Youth Policy of the Republic of Kazakhstan until 2020 "Kazakhstan 2020: the way to the future".
According to official statistics, the number of young people aged 14 to 29 in Talgar district is 49,396 people. Of the NCDs, 11,848 young people in the city - 23.9%, rural youth - 37548-76%, 4914 students of special vocational education, 2,300 members of Zhas Otan, 2 youth non-governmental organizations. Among them are 25680 girls, 23716 boys.
The Talgar District Youth Resource Center has been operating since 2013. Since 2014, instructors for youth affairs have been working in the city and rural districts.
