Manages water facilities that are owned by the community and takes measures to protect them;
2) keeps records of water management facilities located in
in state ownership, when detecting ownerless water management structures, it conducts the procedures provided for by the civil legislation of the Republic of Kazakhstan;
3) implements the state policy in the field of use and protection of water resources, water supply and sanitation;
4) develops a draft resolution of the regional akimat on the establishment of water protection zones, strips and zones of sanitary protection of drinking water sources in agreement with the basin water management departments, the authorized body in the field of sanitary and epidemiological welfare of the population;
5) develops a draft resolution of the regional akimat on establishing the regime and special conditions for the economic use of water protection zones and strips in agreement with the basin water management departments;
6) provides water bodies for separate or shared use on a competitive basis in accordance with the procedure established by the Government of the Republic of Kazakhstan;
7) takes part in the work of basin councils and the basin agreement, submits proposals for the rational use and protection of water bodies, water supply and sanitation of settlements to the basin councils, studies the recommendations of the basin councils, and takes measures to implement them;
8) ensure the implementation of measures for the rational use and protection of water bodies, water supply, sanitation of settlements, including land reclamation, ensuring the safety of water management systems and structures;
9) resolve issues of ensuring the safety of water management systems and structures in the relevant territories;
10) organizes measures to eliminate the consequences of accidents in water facilities;
11) informs the population about the state of water bodies, water supply and sanitation systems located on the relevant territory;
12) develop payment rates for the use of surface water resources.
