1) implements the state policy in the field of protection, reproduction and use of the animal world;

2) coordinates, controls and supervises the activities of its subordinate bodies and organizations in the field of protection, reproduction and use of the animal world;

3) develops a draft resolution of the regional akimat on approval of the list of fisheries reservoirs of local significance;

4) makes proposals for making decisions on securing hunting grounds and fishing reservoirs and (or) areas for users of the animal world and establishing easements for the needs of hunting and fishing farms in accordance with the legislation of the Republic of Kazakhstan;

5) organize measures to help animals in case of their diseases, threats of their death on unfixed hunting grounds
and fisheries reservoirs and (or) sites;

6) conducts competitions on securing hunting grounds for users of the animal world for the needs of the hunting economy;

7) conducts competitions to secure fisheries reservoirs of international significance located on the territory of the region;

8) organizes the introduction and reintroduction activities
and hybridization, as well as artificial breeding of animals, including rare and endangered species of animals;

9) organize and ensure the protection of the animal world in the reserve Fund of hunting grounds;

10) organizes and provides protection in the reserve Fund of fisheries reservoirs and (or) sites;

11) on the basis of scientific recommendations, conducts certification of fishing reservoirs and (or) sections;

12) makes proposals for the establishment of areas of recreational fishing;

13) makes proposals for establishing the boundaries of fishing areas, opening and closing tons (tonal areas);

14) issues permits for the use of the animal world, except for research fishing in fisheries reservoirs located on the territory of two or more regions, as well as rare
and endangered animal species;

14-1) organizes and (or) provides scientific research and design and survey work in the field of protection, reproduction
and use of the animal world on the territory of the region;

14-2) organizes reclamation fishing in cases of a threat of overfishing in fisheries reservoirs and (or) areas of the reserve Fund on the basis of a decision of the territorial division of the Department of the authorized body;

15) develops a draft resolution of the regional akimat on approval of the list of fishing reservoirs and (or) local plots in the context of reservoirs and (or) plots for commercial fishing, Amateur (sports) fishing, lake-commercial fish farming, garden fish farming in accordance with the criteria for classifying fishing reservoirs and (or) their plots as reservoirs and (or) plots for commercial fishing, Amateur (sports) fishing, lake-commercial fish farming, garden fish farming;

15-1) organizes and (or) provides scientific research and design and survey work in the field of protection, reproduction
and use of the animal world on the territory of the region;

15-2) organizes reclamation fishing in cases of a threat of overfishing in fisheries reservoirs and (or) areas of the reserve Fund on the basis of a decision of the territorial division of the Department of the authorized body;

16) exercise other powers assigned to the state institution "Management of natural resources and environmental management of the Almaty region" by the legislation of the Republic of Kazakhstan.
