DECREE

OF THE PRESIDENT OF THE REPUBLIC OF KAZAKHSTAN

On Measures for the Implementation of the Constitution of the Republic of Kazakhstan, Adopted on March 15, 2026

In connection with the adoption of the Constitution of the Republic of Kazakhstan at the republican referendum held on March 15, 2026, I HEREBY DECREE:

1. To publish the text of the Constitution of the Republic of Kazakhstan, adopted at the republican referendum on March 15, 2026 (hereinafter referred to as the Constitution of the Republic of Kazakhstan), in the periodical print publications Egemen Qazaqstan and Kazakhstanskaya Pravda.

2. To transfer the original of the Constitution of the Republic of Kazakhstan, adopted at the republican referendum on August 30, 1995, to the Archive of the President of the Republic of Kazakhstan for safekeeping.

3. To establish that the original of the Constitution of the Republic of Kazakhstan shall be kept by the President of the Republic of Kazakhstan.

4. To instruct the Central Referendum Commission to ensure the submission of the text of the Constitution of the Republic of Kazakhstan to the Institute of Legislation and Legal Information of the Republic of Kazakhstan, a Republican State Enterprise on the Right of Economic Management under the Ministry of Justice of the Republic of Kazakhstan, for inclusion in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan.

5. To determine that, under the legislative initiative of the President of the Republic of Kazakhstan, the following shall be submitted to the Mazhilis of the Parliament of the Republic of Kazakhstan for consideration:

   1. the draft Constitutional Law "On the President of the Republic of Kazakhstan";

   2. the draft Constitutional Law "On the Kazakhstan People's Council."

6. To instruct the Administration of the President of the Republic of Kazakhstan, jointly with the interested state bodies, to prepare and submit to the President of the Republic of Kazakhstan the draft legislative acts provided for in paragraph 5 of this Decree.

7. To determine that, under the legislative initiative of the Government of the Republic of Kazakhstan, the following shall be submitted to the Mazhilis of the Parliament of the Republic of Kazakhstan for consideration:

   1. the draft Constitutional Law "On the Status of the Capital of the Republic of Kazakhstan";

   2. the draft Constitutional Law "On the Administrative-Territorial Structure of the Republic of Kazakhstan."

8. The Government of the Republic of Kazakhstan, as well as central and local state bodies of the Republic of Kazakhstan, shall take the necessary measures to bring regulatory legal acts into conformity with the Constitution of the Republic of Kazakhstan.

9. The Government of the Republic of Kazakhstan shall approve, by April 7, 2026, a plan for the promotion of the Constitution of the Republic of Kazakhstan.

10. Control over the implementation of this Decree shall be entrusted to the Administration of the President of the Republic of Kazakhstan.

11. This Decree shall enter into force on the date of its signing.
