List of land plots offered for the temporary paid land use (lease) rights for conducting agricultural activities for farms or agricultural production, in accordance with the competition, by the "Land Relations Department" of the Kegen District of Almaty Region.

Competition Participation Criteria

Competition

In accordance with Article 43-1 of the Land Code of the Republic of Kazakhstan and the "Rules for organizing and conducting a competition for granting the right of temporary paid land use (lease) for the operation of a farm or agricultural production," approved by the Order of the Deputy Prime Minister of the Republic of Kazakhstan — Minister of Agriculture of the Republic of Kazakhstan dated December 20, 2018, No. 518, and amendments made by the Order No. 281 dated August 1, 2019, all individuals engaged in agriculture are eligible to participate.

Additionally, in the application for participation in the competition for granting the right of temporary paid land use (lease) for agricultural production, the following documents must be provided:

For legal entities:

The name of the legal entity, its location, information about its state registration (re-registration);
The share of ownership in the authorized capital, information about the leaders and participants (shareholders) of the legal entity;
Information about affiliated entities.

For individuals:

Full name, citizenship, residential address, Individual Identification Number (IIN), and details of the identity document.

The application should also specify the location of the land plot that the applicant is interested in, and the competitive proposal.

If the applicant is recognized as the winner of the competition, they must sign the land lease agreement for agricultural purposes within three working days from the date of receiving the notification about the need to sign the agreement.

The application can be submitted either by the individual themselves or by their authorized representative based on a notarized power of attorney.

The competitive proposal must include:

A business plan, including the projected investment volume, areas for growing agricultural crops, livestock population, applied agro-technologies, availability of agricultural machinery and qualified specialists, and the number of jobs to be created;
A land allocation and development project, as well as measures to develop agricultural infrastructure;
Compliance with the requirements of the land legislation of the Republic of Kazakhstan, including the rational use of agricultural land and the fulfillment of indicators for diversifying the structure of agricultural crop areas according to the regional specialization, as well as compliance with scientifically justified agro-technologies, phytosanitary, and quarantine requirements.

The competitive proposals must be submitted in sealed envelopes, with page numbers, and the last page must be signed by the applicant (or their authorized representative). For legal entities, the proposal must be signed by the head and stamped (if applicable).

Application Submission Procedure:

Applications will be accepted and registered from October 9, 2025, to October 29, 2025. The land plot allocation schemes for the competition can be reviewed on the local executive authorities’ internet resources, and at the information stands in rural districts and the "Department of Land Relations" state institution.

The necessary documentation for the competition can be obtained from the Department of Land Relations of the Kegen District at the following address: Almaty Region, Kegen District, Kegen Village, 19 B. Momyshuly Street, 2nd floor.

Deadline for Submission:
Applications for participation in the competition will be accepted until October 29, 2025, at 18:30.

The competitive proposals will be opened on October 30, 2025, at 10:00 in the large meeting hall of the Kegen District Administration, at the following address: B. Momyshuly Street, 9.
