Deputy Prime Minister of the Republic of Kazakhstan "on approval of the rules for organizing and conducting the competition for the provision of the right of temporary paid land use (lease) for conducting peasant or farm farming, agricultural production" in Article 43-1 of the Land Code of the Republic of Kazakhstan – In order of the Minister of Agriculture of the Republic of Kazakhstan dated December 20, 2018 No. 518 and Deputy Prime Minister of the Republic of Kazakhstan "on approval of the rules for organizing and holding a competition for the provision of the right of temporary paid land use (lease) for the conduct of peasant or farm farming, agricultural production" – All persons engaged in agriculture who meet the requirements specified in order No. 281 of August 1, 2019 on amendments to Order No. 518 of the Minister of Agriculture of the Republic of Kazakhstan dated December 20, 2018 are sent.
In addition, the application for participation in the competition for the provision of the right of temporary paid land use (lease) for the conduct of peasant or farm farming, agricultural production:
For non – state legal entities of the Republic of Kazakhstan – information about the name of the legal entity, its location, State Registration (re-registration) as a legal entity, information about the heads and participants or shareholders of the applicant-legal entity, indicating the size of their shares in the authorized capital (from the total amount of authorized capital), information about the applicant's affiliates;
For individuals – information about the applicant's last name, first name and patronymic (if indicated in the identity document), place of residence, citizenship, personal identification number, document certifying the applicant's identity card;
location of the land plot the applicant is hoping for;
competitive offer;
if the applicant is recognized as the winner of the competition for the right of temporary paid land use (lease) for the conduct of a peasant or farm farm, agricultural production, within three working days from the date of receipt of the notification of the need to sign a contract for temporary paid land use (lease) for a peasant or farm farm or an agricultural land plot for the conduct of agricultural production,
An application for participation in the competition for granting the right of temporary paid land use (lease) for the conduct of peasant or farm farming, agricultural production may be submitted by authorized representatives of an individual or a non-state legal entity of the Republic of Kazakhstan on the basis of a power of attorney issued and executed in accordance with the legislation of the Republic of Kazakhstan.
In the competitive offer:
1) Business Plan (estimated volume of investments, areas for processing crops, livestock of farm animals, used agricultural technologies, availability of agricultural machinery and technological equipment, qualified specialists in the field of Agriculture ,number of jobs created);
2) development and development of an on-farm land management project, implementation of measures for the development of agricultural infrastructure;
3) compliance with the requirements of the land legislation of the Republic of Kazakhstan, including the rules for rational use of agricultural land, compliance with indicative indicators for diversifying the structure of acreage of agricultural crops in accordance with the specialization of the region, compliance with scientifically based agricultural technologies, phytosanitary and quarantine requirements. The pages of the Tender Offer are numbered, stitched in sealed or sealed envelopes with indelible ink, the last page of the Tender Offer is certified by the signature of the participant for individuals (or a trustee) and by the signature and seal (if any) of the first manager (or a trustee) for legal entities.
The obligations and the business plan submitted by the applicant in the Tender Offer are an integral part of the contract for temporary paid land use (lease) of an agricultural land plot for conducting a peasant or farm Farm, Agricultural Production.
Acceptance and registration of applications for participation in the competition is carried out after thirty calendar days from the date of publication of the announcement of the competition, that is, from May 15, 2025 to June 4, 2025. The layout of land plots submitted for competition can be found on the internet resource of the local executive body, in the information corners of rural districts and the district state institution "Department of land relations".
Lists of documents required for participation in the competition for persons engaged in agriculture can be obtained until June 4, 2025 at 10: 00 am at the address: Almaty region, Kegen district, kegen village, D. A. Kunaev Street, the second floor of the building of the district SES, the state institution "Department of land relations" of Kegen district.
Acceptance of applications for participation in the competition (tender documentation) ends on June 4, 2025 at 18: 30.
Persons engaged in agriculture submit tender documents in envelopes for participation in the competition to the state institution "Department of land relations" of Kegen district (Almaty region, Kegen district, kegen village, D. A. Kunaev street, second floor of the district SES building 123).
Envelopes with bids will be opened on June 5, 2025 at 10: 00 am in the large conference hall of the district akimat (Almaty region, Kegen district, kegen village, B. Momyshuly Street, building 9).
The closed envelope of the tender offer contains the words "competition for the provision of the right of temporary paid land use (lease) for the conduct of peasant or farm farming, agricultural production" and "cannot be opened until June 5, 2025" (the exact date of opening is indicated).
